Project History and Process Plan

1999

Watts Branch watershed study began.

2001

Watts Branch watershed study adopted by Mayor and Council (final report indicates City will investigate Stormwater management (SWM) options in College Gardens).

2001 – 2005

College Gardens neighborhood works to identify Low Impact Design (LID) techniques with the goal of reducing the need for SWM in the park.

Dec. 2005

Staff recommends to Mayor and Council that traditional SWM be pursued in College Gardens.  Mayor and Council agree and ask staff to work with the College Gardens Community to find a workable alternative for SWM in College Gardens Park and to pursue redesigning the park in conjunction with this effort.

Jan 2006

In response to this direction, the College Gardens Task force is formed.  Members include the Civic and Citizen Associations and residents from College Gardens and Plymouth Woods neighborhoods, the principal of College Gardens Elementary School, representatives from the Montgomery County School District, and City Staff.  Representatives from the Environmental and Parks Commissions were formally included later in the process.  The Task Force works to evaluate possible locations for SWM and to identify neighborhood priorities for the park redesign.

Feb 2006

Charles P Johnson Associates is hired to evaluate the SWM system, and to work with the Task Force.

May 2006

Slater Associates Inc., Park Planners is hired to design the park.

May 2006

a survey is sent to College Gardens neighborhood asking neighbors to prioritize amenities in College Gardens Park.  Saving existing shade trees is the #1 response. The CGCA also conducted its own survey in June 2006 to solicit ideas for the park.

June 2006

SWM engineer recommends the pond be situated in College Gardens Park.  The Task Force agrees with the engineer (although no formal recommendation has yet been made by the Task Force) The engineer’s recommendation is presented at the June CGCA meeting.

Aug 2006

Slater Associates Inc., Park Planners begin design of park using survey results as a guide.

Sept 2006

Public meeting to seek comment on proposed park design.

Fall 2006

Task Force will review comments from public and formulate a recommendation to Mayor and Council.

Fall/Winter 2006

Project update and recommendation of Task Force will be presented to Mayor and Council.

Winter 2006

Staff will request funding to build SWM pond and park redesign; consultants start final design for park/pond.  Staff and consultants will pursue necessary permits.

Spring 2007

City and Task Force will continue to work with neighbors on park and pond details.
