Planning Application, Zoning and Permit Fee Schedule

Administrative Adjustment*:$300
Annexation Petition:$5,000 plus $200 per acre. No fee limit.
 
Application Resubmission Fee: 
For third and subsequent application submissions of same plan to address review comments:$500
For resubmission of a Project Plan Application (third and subsequent resubmission of same Project Plan Application to address review comments):$2,000
 
Comprehensive Transportation Review (CTR):   
On site only (less than 30 peak hour trips):$1,000
Up to 5 intersections:$1,500
5-10 intersections:$5,000
More than 10 intersections:$20,000
 
Engineering Review and Inspection Fee:
For all applications requiring performance guarantees for private improvements:Supplemental fee in the amount of eight percent (8%) of the cost of the improvements as estimated by the City Engineer.
 
Historic District Permit Applications: No charge.
 
Local Map Amendment (Zoning) Applications*:
Where proposed rezoning is for a single dwelling unit detached residential zone with density of 4 units per acre or less:$1,500 plus $100 per acre or fraction thereof. No fee limit.
Where the proposed rezoning is for any other zone:$3,000 plus $200 per acre or fraction thereof. No fee limit.
 
Non-conforming Alteration*:
For Chief of Planning action:$1,000
For Planning Commission action:$2,000
 
Nonprofit Organizations:
A private, nonprofit organization shall be charged one-half of the fee established for any application covered by this schedule.
 
Notification Sign Fee:
Where written notification is responsibility of applicant:$250
Where written notification is responsibility of City:$50
 
Occupancy Permit:
Single dwelling unit detached, attached semi-detached, or townhouse:$65
All other uses:$100 per 5,000 sq. ft. or fraction thereof
There shall be an additional fee of $50 for each additional inspection required because of failure to comply with the various ordinance requirements before the occupancy.
Investigation of occupancy without required permit:$100 plus permit fee
 
Oversized Vehicle Permit:

Parking Permit Fees:$2 for every year or part thereof for which the permit is issued

Final Record Plat: recordation of a single dwelling unit detached residential lot:$110

Ownership Plat:$3,300 per plan plus $110 per ownership lot
Cluster development application:$3,300 per plan plus $60 per dwelling unit, no limit fee and $550 amendment fee
 
Project Plan/Amendment*:

Modification of Project Plan Application:
    Major Amendment:Same as application fee

Sign Permits:
Non-illuminated signs:$1.65 per sq. ft

Appeal to Sign Review Board:
For sign modification or appeal pertaining to a sign located in a single dwelling unit residential zone on property on which the owner resides.

Level 3:$3,850 plus $20 for each 1,000 sq. ft. of GFA of non-residential use or portion thereof and $20 for each dwelling unit for residential uses
Amendments to any approved site plan:
Major Amendment:Same as Site plan fee

Temporary Permit Fees:
Fees for temporary permits under Chapter 25 of the Rockville City Code:$100 per six (6) month permit period.
A cash bond in the amount of $1,000 shall be required before issuance of a temporary permit.
 
Text Amendment Applications:
Amend existing text:$3,000
Add new zone classification or development procedure:$6,000
 
Time Extensions:
For single dwelling unit residential properties within a residential zone:$50
For all other properties:$300
 
Variance and Appeals Applications*:
Properties improved with a single dwelling unit detached, attached, semi-detached, or a townhouse in which the applicant resides:$350
All other properties:$2,500
 
Zoning compliance verification letter:$300
For research involved in verifying compliance status of properties within the City.

 
*Notification Sign Fee is required.
