Jennifer Kimball was appointed Acting City Manager for the City of Rockville by the Mayor and Council, effective December 3, 2011. She was appointed Assistant City Manager in January 2009. 

Ms. Kimball manages the City Manager's Department, leads interdepartmental projects and initiatives, serves as liaison to the Rockville Chamber of Commerce and conducts community outreach and problem solving. From 2004 through 2008 she served as Assistant to the City Manager.

Before coming to Rockville, Ms. Kimball worked for the County Council in Montgomery County for eight years. As a Legislative Analyst, she conducted research, program evaluations and analysis on human services, employee benefits, performance measurement and transportation planning. She also managed the County’s financial audit contract.

Ms. Kimball has a Masters in Public Management and a Bachelor of Arts degree in Government and Politics from the University of Maryland at College Park.  She is a member of the International City/County Management Association (ICMA) and has been nominated to serve on ICMA’s Executive Board beginning in 2012.  Ms. Kimball is a member of the Maryland City and County Management Association (MCCMA) and currently serves as treasurer of the MCCMA.
