City Manager Scott Ullery

Rockville City Manager Scott UlleryScott Ullery has been Rockville’s city manager since November 2004. Ullery has 30 years of municipal government experience, 15 of which he’s served in senior executive appointments. Prior to coming to Rockville, he was deputy county administrator for Santa Barbara County, California (1997-2004) and assistant city manager for the City of Tucson, Arizona (1994-1997). Ullery began his local government career in 1979 with the City of Tucson’s budget and research department.

Ullery received his Bachelor or Arts in Government from the University of Arizona in 1972. He is a graduate of the University of Arizona Eller School of Management Executive Development Program and the University of Virginia Darden Business School Senior Executive Institute. Ullery is a longstanding member of the International City/County Management Association (ICMA). He is currently secretary and a member of the executive committee of the Maryland City/County Management Association, and served as that organization’s representative to the Maryland Municipal League’s Legislative Committee during the 2008 and 2009 state legislative sessions.

Ullery and his wife Cathy reside on S. Adams Street in Rockville.
