TRANSPORTATION Asphalt and Concrete Maintenance Programs
- These are annual programs that primarily serve to resurface asphalt streets, and repair/replace concrete street components such as curb and gutter, sidewalks and driveway aprons.

Accessible Pedestrian Signals (APS) - Accessible Pedestrian Signals (APS) are devices used to communicate information about pedestrian traffic signal intervals in non-visual formats such as audible tones, verbal messages, and/or vibrating surfaces.
- The Maryland State Highway Administration and Montgomery County have committed to the installation of APS at traffic signals under their jurisdictions. The City of Rockville plans to install APS at all City-owned traffic signals, funding permitting, by FY17.
- Currently 14 traffic signals are under construction. Completion is expected in late 2011/early 2012.
Baltimore Road - This project improves accessibility and connectivity of the intermodal systems along Baltimore Road and its neighborhoods between the City limits and Town Center. Project development is planned in two consecutive stages. First is the engineering design and environmental documentation including right-of-way determination and acquisition. Second is the construction of two phases: Phase I includes multi-modal improvements from Town Center to Gladstone Drive; Phase II includes improvements from Gladstone Drive to the City limits. Specific improvements include curb and gutter, sidewalks, bike paths, roadway upgrades, storm drainage, and storm water management.
- Mayor and Council approved the design contract. Staff also received SHA and FHWA approval of the contract and the consultant selection process. This project is currently in the final design phase. Once the necessary property acquisition has concluded, the design will be completed. Two public meetings have been held during the design process, with one more proposed before construction.
Battery Back-up Systems (DS) - Battery Back-up Systems (BBS) will keep traffic signals running for at least 8-hour periods during power outages. During recent years, there were several occasions when traffic signals lost power for several hours during storms. The City of Rockville will install the BBS at all City-owned traffic signals during a 3-year period.
- In FY 2012, the City will complete the CIP project by installing 11 BBS in December, 2011.
Pedestrian Safety - This project supports the Mayor and Council's vision by working with neighborhoods to conduct feasibility analyses for new pedestrian initiatives; implement a Safe Routes to School program; and implement pedestrian traffic control devices. Speed Camera funds are used, as available, to upgrade pedestrian ramps throughout the City to meet ADA requirements.
- Bringing sidewalk ramps to ADA compliance – sidewalk ramp upgrades are completed annually to improve pedestrian safety and accessibility.
- Pedestrian crossing improvements near Metro stations: The City recently widened an existing median and installed a pedestrian fence on Park Road to reduce the crossing length, provide a refuge area and limit pedestrian/vehicle conflict points. The City also installed a new median on S. Stonestreet Avenue to slow vehicular traffic and improve pedestrian connectivity between the residential area of East Rockville and the Metro station.
Sidewalks - This project supports the Mayor and Council vision by working with neighborhoods to plan and implement new sidewalk connections throughout the City.
- On-going projects include sidewalks on Anderson Avenue, Avery Road, Gruenther Avenue, Lewis Avenue, Linthicum Street, Monroe Street, and Wootton Parkway. These projects are scheduled for completion during FY 2012 and FY 2013.
Streetlights - This project funds improvements to existing lighting systems where problems or safety issues have been identified. Funding is primarily for underground-wired lights. However, some funds are allocated to upgrade and add overhead wired street lights owned and operated by Pepco in the vicinity of schools, Metro stations and some residential areas where the illumination is poor. Adequate lighting is needed on public streets to enhance traffic and pedestrian safety and to help provide security. Speed Camera funding, when available, allows the City to upgrade more lights every fiscal year to improve public safety.
- In FY12, the City replaced fixtures and painted poles on Washington Street, West Montgomery Avenue, Middle Lane, Wood Lane and Beall Avenue. The City also replaced fixtures and restored/replaced poles as necessary in the Potomac Springs, Horizon Hill and Fallsmead subdivisions. Future work of a similar nature is planned for the Rockshire neighborhood and surrounding areas. Upgrades and additional lighting in East Rockville and Twinbrook are ongoing.
Traffic Controls: Citywide - This project funds the installation of traffic controls such as traffic signals, flashing beacons, speed sensor signs, and other signs and markings. Priorities are typically based on travel demand thresholds. This project funds new equipment for traffic signals citywide to replace obsolete equipment such as old controllers and conflict monitors.
- Projects scheduled for FY12 include replacing LED indicators at 5 traffic signals and upgrading 7 traffic signals (3 on Park Road/Stonestreet Avenue, 3 on Maryland Avenue and 1 at West Gude Drive/Piccard Drive).
STORMWATER AND STREAM IMPROVEMENTS College Gardens Park/Pond Modification - Construction is expected to be complete in November 2009.
- Improvements include a new stormwater management pond and various park improvements, including a new park shelter, path resurfacing and the relocation and expansion of the basket courts. There also will be a stream restoration downstream of Princeton Place, located below College Gardens Park.
Glenora Tributary Stream Restoration Woodley Gardens Stream - Design is complete.
- Construction is planned for December 2009 – May 2011.
- Improvements include: stabilizing approximately one mile of stream, protecting existing sanitary sewer infrastructure, removing non-native invasive vegetation, and installing an innovative regenerative stormwater conveyance system for the Winder Court outfall.
- City is approved for a $1.1 million low-interest loan through the American Recovery and Reinvestment Act (ARRA), which allowed the construction to be advanced six months.
Horizon Hills SWM - An Alternatives Analysis is being prepared to identify options for potential improvements and/or modifications to the three existing SWM facilities located on the tributary to Watts Branch in the Horizon Hill Park
- The options will enhance the water quality and quantity functions of the facilities.
- Design will begin in February 2010 and take approximately 12 months to complete, including obtaining permits from the Maryland Department of the Environment and the US Army Corps of Engineers.
- Construction is planned to commence in summer 2011.
UTILITIES WATER IMPROVEMENTS Water Main Rehabilitation - Project provides for improving approximately 34 miles of water main within 20 years. Improvements are required to improve fire flow, improve the quality of the drinking water, and reduce frequency of water pipe breaks.
- Projects under design include: Mapleton Road, Stanley Avenue, Parrish Drive, McArthur Drive and Taylor Avenue. These projects will start construction in summer 2010.
- Projects ready for construction: Crawford Drive and Burris Road will start construction in March 2010.
- Projects under construction include: North Stonestreet Avenue. This project will be completed by May 2010.
Air Release Valves - Twenty specialty valves along the 24-inch water supply line between Rockville’s Water Treatment Plant the City Limits will be replaced. These valves are 50 years old and need to be upgraded.
- Construction is planned for summer 2010.
Hydraulic Surge Suppression Tanks - Surge suppression tanks are required to protect the City’s 24-inch water supply main in conjunction with replacing the Air Release Valves.
- One tank will be installed at the Water Treatment Plant; another tank will be installed at the Glen Mill Pump Station.
- Construction is planned for summer 2010.
Water Tank Upgrades - Rockville’s three water storage tanks; known as Hunting Hill, Talbott, and Carr; will be inspected and rehabilitated, as needed.
- Inspection is planned for early 2010.
- Rehabilitation will be performed during 2010, depending on the recommendations from inspections.
Water Plant Improvements - Rockville is approved for $1.7 million in grant funding to support Energy Efficiency and Rehabilitation work.
- Project includes:
— Replacing the HVAC system at the raw water Intake Structure with a higher efficiency unit; — Rehabilitating the raw water pumps; — Installing Variable Frequency Drives (VFDs) on the raw water pumps; — Installing new polymer and press feed pumps and associated VFDs; — Installing new thickened solids pumps and additional plates on the solids press; — Upgrading the existing instrumentation and controls system to support power monitoring; and — Installing motion sensor lighting throughout the Water Treatment Plant (WTP). - Construction will start in December 2009 with completion planned for fall 2010.
Water System Improvements - Study is underway to identify upgrades and improvements to treatment process to ensure Rockville complies with drinking water regulations from the Environmental Protection Agency and the Maryland Department of the Environment and to increase treatment capacity.
— Solids Handling project at the Water Treatment Plant is under design. Construction of this project is planned for fall 2010. — Other projects may be identified by the Study, including changes to the Water Storage Tanks
WASTE WATER IMPROVEMENTS
Sewer Main Rehabilitation
- Sanitary sewers along South Stonestreet Avenue, Blandford Drive, and the 1300 block of Grandin Avenue will be replaced beginning in December 2009.
- The sanitary sewers and manholes located in Woodley Gardens Park along Watts Branch and between Preserve Parkway and Tower Oaks Boulevard along Cabin John Creek will be rehabilitated with a cured-in-place liner. Construction will begin spring 2010. A $500,000 Congressional Appropriation administered through the Environmental Protection Agency and the Maryland Department of the Environment supports funding for this project.
Horners Lane Pump Station - A backup bypass pumping station will be installed at the existing North Horners Pump Station located at the corner of North Horners Lane and Frederick Avenue. Construction will begin winter 2010, with completion planned for fall 2010.
GENERAL PROJECTS Asphalt/Concrete Improvements Civic Center: parking lot repair and overlay; Glenora: pave path; Horizon Hill: widen thru path; Isreal: paths.
Athletic Court Improvements - Basketball Court #1: New goals and overlay complete. Color coat and line stripe delayed by weather until spring 2012.
- David Scull: overlay, color coat and stripe basketball court #1.
- Color coat and stripe for David Scull #2, Elwood Smith, North Farm and Potomac Woods basketball courts are complete.
Bikeway Improvement - Swim center: sidewalk from Martins Lane to Welsh Park is completed.
- Twinbrook Park: sidewalk from Twinbrook Parkway to community center is completed.
Gude Drive Facility Improvements - Modernization and expansion of the City's Public Works and Parks maintenance complex in four phases.
- Phase I is complete. Phase II is currently under construction and scheduled to be complete in June of 2012. Phase III is currently under design.
Playground Equipment Improvements - Design for replacement play equipment at Dawson Farm Park is underway by staff and community volunteers. The installation of the new equipment is scheduled for September/October 2011.
Rockville Police Station
- The City obtained the historic Rockville Post Office located at 2 West Montgomery Ave. in 2008 and is converting the building into its new Police Station Headquarters. A 14,000 square foot Annex Building is being constructed behind the Post Office building in the southwest corner of the site. The new Police Station facility will accommodate the entire Rockville Police Department staff and operation, replacing the current station located in the basement of City Hall. The project is under construction with completion and dedication scheduled for spring of 2012.
Senior Center Addition - Rockville Senior Center will complete its 10,000-square-foot renovation and addition in the early fall. Exciting fitness opportunities will be available, including larger facilities, locker rooms, classrooms and a new entrance.
