Meeting Minutes City of Rockville Board of Supervisors of Elections January 22, 2004 The Board of Supervisors of Elections of the City of Rockville met in the City Manager’s Conference Room on Thursday, January 22, 2004 at 5:10 p.m. Members present: Doris Ecelbarger, Chair, Sid Gottlieb, Linda Aksamit, David Celeste and Margaretta Tutson Staff present: Claire Funkhouser, City Clerk. Re: Approval of Minutes Upon motion by Linda Askamit, duly seconded by Sid Gottlieb, and unanimously passed, the minutes of October 16, 2003 were approved. Upon motion by Mr. Gottlieb, duly seconded by Margaretta Tutson, and unanimously passed, the minutes from October 23, 2004, were approved. The Board also met periodically during Election Day to review issues regarding the election. Re: Follow-up issues from Election Day The Board reviewed the feedback from the election judges and votes that had been compiled by City Clerk Claire Funkhouser. Based on a review of the comments from the judges, it was suggested that at the next election the rosters be put into loose-leaf binders and that rulers be provided for the check-in judges. Another suggestion was that there be a meeting of the Chief Judges prior to the election to go over any specific concerns and to provide some additional training primarily about opening and closing procedures. Although things had generally gone well, these two times of day had sparked the most confusion at the polls. There was discussion about the need for a worksession with the Mayor and Council. At this time, there do not seem to be any outstanding issues on the part of either the Board or the Mayor and Council that warrant a meeting. It was decided that no worksession would be necessary at this time, but that a memorandum from the Board regarding the election should be sent to the Mayor and Council regarding the election. There was discussion about the possible contents of the memo. It was agreed that the memo should include information on the following: - Issues with the election machines, including interactions with Diebold and security issues
- Translation Issues
- Updating of the voter rolls
- Feedback from votes and judges
- The aforementioned specialized training for chief judges
The members of the Board directed City Clerk Claire Funkhouser to draft the memo and distribute it to the members for comments/changes before it is finalized and sent to the Mayor and Council. Re: Next meeting date
