Meeting Minutes
City of Rockville Board of Supervisors of Elections
June 7, 2006


The members of the Board of Supervisors of Elections met over lunch on Wednesday, June 7, 2006 at 12:00 p.m. in the Diamondback Terrapin Room.

Members present: Doris Ecelbarger, Chair, David Celeste Linda Askamit, and Sid Gottlieb
Members absent: Margaretta Tutson
Staff present: City Clerk Claire Funkhouser, Deputy City Clerk Brenda Bean, and Assistant to the City Clerk Sara Ferrell

Re:    Approval of Minutes from January meeting

City Clerk Claire Funkhouser distributed copies of the minutes from the January meeting.  Upon motion by Mr. Gottlieb, duly seconded by Ms. Askamit, and unanimously passed, the minutes from the January meeting were approved.

Re:  Recognition of Doris Ecelbarger

Each member of the Board and each staff person thanked Ms. Ecelbarger for many years of hard work and leadership.  Ms. Ecelbarger spoke about her regret at having to leave the Board, but said she was looking forward to her move to Pennsylvania.  She thanked the other members of the Board and the staff for being so supportive throughout the years.  The group presented Ms. Ecelbarger with a Certificate of Appreciation from the Mayor and Council and a print of the Red Brick Courthouse drawn by Gary Funkhouser.

Re: Other Issues

Membership

Since Ms. Ecelbarger was leaving, the group discussed the need for a new chair to be recommended to Councilmember Anne Robbins, the Mayor and Council Liaison for the Board.  After a brief discussion, upon motion by Ms. Askamit, duly seconded by Mr. Gottlieb and unanimously passed, the members voted to recommend David Celeste to Ms. Robbins as the new Chair.

The group also discussed the importance of having consistency of attendance by all the members, especially as the 2007 election approaches.

Early Voting

There was a broad discussion about the pros and cons of early voting and its possible implications to the voting process this year.  There was also discussion about how absentee voting, in effect, allows people to vote early and accomplishes much the same thing.

There being no further business, the meeting adjourned at 1:37 p.m.
