Chairperson John Moser called the meeting to order at 7 p.m. in the Black-Eyed Susan Room at Rockville City Hall.

Re:  Approval of the Minutes

The Minutes of the March 12 CAC meeting were unanimously approved. 

Re:  Chairperson’s Report

John Moser reported on the following items.

  1. Elmore Leonard will be the recipient of the F. Scott Fitzgerald Literary Award for the 13th Annual F. Scott Fitzgerald Literary Conference on October 25 at Montgomery College.
  2. Met with Scott Ullery to discuss William Cochran and the Rockville Town Square Art Project #3.  The commissioners agreed to begin the review of the report on public art contracts, staff recommendations, and develop their recommendations in late June. 
  3. Received an application from Teresa Harn regarding the CAC vacancy. 

 Re:  Staff Report

 Betty Wisda distributed copies of the Staff Report and the Rockville Town Square Art Projects Report. 

Re:  Task Force/Committee Updates

Art in Public Places 
George Northway, Chairperson- He reported on the following items.

  1. John Moser, Don Briggs, Burt Hall, Betty Wisda and I attended a walking tour of  Rockville Town Square Plaza and Gibbs Street in search of potential sites for the William Gibbs Art Project.  After the report on the walking tour, Jerry Callistein with support from Ken Lechter and Tamar Maravilla suggested a bronze freize on the brick wall of the Arts and Innovation Center at the corner of Beall Avenue and Maryland Avenue. 
  2. The committee discussed the possibility of an exterior work of art for the Art and Innovation Center with a budget of $35,000.  
  3. The committee discussed the possibility of an exterior work of art for Rockville City Hall with a budget of $75,000.
  4. The Board of Directors of the Victorian Condominiums are interested in a public-private partnership for a work of art to be located on the condominiums’ parking garage façade on E. Middle Lane.  Betty Wisda will obtain the condominiums’ by laws for Sondra Block’s review to ensure the City and the Board of Directors can move forward on this public–private partnership.
  5. The committee suggested the possibility of a public art project on the Park Road Underpass.  John Moser will present this proposed project to the East Rockville Civic Association to gain their support.

A meeting of the Art in Public Places Committee will be scheduled to continue discussion on the above-mentioned items.

Special Events/Sampler
Carole Butler, Chairperson- She reported that a Special Events/Sampler meeting has been scheduled at 6: 15 p.m. on Wednesday, May 14 at Rockville City Hall.

Private Sector Art (inactive)
Chairperson George Northway, no report.  Chris Henry has completed the Annual Report and a copy will be mailed to the commissioners.

Outreach

Rockville Town Center 
John Moser, Chairperson- No report.

Arts Facilities
Jerry Callistein, Chairperson- He reported that an Arts Facilities meeting is scheduled at 7 p.m. on Monday, April 14 at Rockville City Hall.
