Minutes of the Cultural Arts Commission

Chairperson John Moser called the meeting to order at 7 p.m. in the Diamondback Terrapin Room at Rockville City Hall. 

Re:  Approval of the Minutes
The Minutes of the Cultural Arts Commission November 19th meeting were unanimously approved.  

Re:  Chairperson’s Report
John Moser introduced Richard Lurye to the Cultural Arts Commission.  Mr. Lurye submitted an application for consideration to be appointed to fulfill the current vacancy on the Cultural Arts Commission.

John Moser reported the following items. 

  1. The Art in Public Places committee need to meet and discuss the impact of the ice skating rink on the recommended site for temporary art in Rockville Town Plaza.
     
  2. He reported on the committee meeting regarding term limits of members on the City’s Boards and Commissions.
     
  3. Julia Alvarez will be the recipient of the F. Scott Fitzgerald Literary Award.  The award will be presented to her at the 14th annual literary conference on October 17 at Montgomery College.

Re:  Staff Report
Betty Wisda distributed copies of the Staff Report and the Rockville Town Square Art Projects Report.      

Re:  Task Force/Committee Updates

Art in Public Places  
George Northway, Chairperson, reported that the Art In Public Places (AIPP) Committee met on January 7th to discuss and make recommendations regarding three public art projects.

  1. The AIPP Committee recommended that work of art for Rockville City Hall could be a free-standing sculpture on the corner of Maryland Avenue and Vinson Street or a elements on the façade of the building facing Vinson Street; the budget should be $75,000.
     
  2. The AIPP Committee recommended that the work of art for the Arts and Innovation Center be located on the corner of the building at Beall Avenue and Gibbs Street; the budget should be $35,000.
     
  3. The AIPP Committee recommended that the work of art for the William Gibbs Art Project be located in front of the via next to Five Guys on Gibbs Street; the budget should be $75,000.  The work of art should be a freestanding sculpture in place of the white clock or a freestanding arch in front of the via.

The Cultural Arts Commission unanimously agreed on the recommendations of the Art in Public Places committee.

Outreach
Rose Garvin Aquilino, Chairperson.  Betty Wisda reported that Outreach Committee and the Arts Division staff reviewed the applications on January 13.

Rockville Town Center  
John Moser, Chairperson- No report.

Arts Facilities
Jerry Callistein, Chairperson, reported that representatives of Rockville Little Theatre, Rockville Musical Theatre, Victorian Lyric Opera Company, Cultural Arts Commission and City staff continue met and discussed the memorandum of understanding in December.  The next meeting is scheduled in late January.

Re:  New Business
The Cultural Arts Commission agreed that John Moser should contact Claire Funkhouser, City Clerk, and to say that the Cultural Arts Commission recommend that the Mayor and Council appoint Richard Lurye to fill the current vacancy on the Cultural Arts Commission.

Re: Next Meeting
The next meeting will be at 7 p.m. on February 11 in the Blue crab Room.
