Minutes of the Cultural Arts Commission

John Moser, Chairperson, called the meeting to order at 7 p.m. in the Diamondback Terrapin Room at Rockville City Hall.  He introduced Daron Bolat who submitted an application for consideration if a future vacancy becomes available for the Cultural Arts Commission.  He briefly described her background in the arts.

Re:  Approval of the Minutes

The Minutes of the Cultural Arts Commission March 11 meeting were unanimously approved.

Re:  Chairperson’s Report

John Moser reported on the following items.

  1. On April 17, he will have lunch with Burt Hall on Friday, April 17 to discuss the two arts-related projects:  the plaza area surrounding “Spirit of Rockville”/Courthouse Square Park fountain and the hydraulic pit for F. Scott Fitzgerald Theatre.
     
  2. He will attend a meeting with the presidents of the F. Scott Fitzgerald Theatre Resident Companies and City staff regarding the signing of memorandum of understanding on April 21.
     
  3. He reported that the recommendations of the Boards and Commissions Committee led by Councilmember Phyllis Marcuccio were submitted to the Mayor and Council.

Re:  Staff Report

Re:  Task Force/Committee Updates

Art in Public Places  
George Northway, Chairperson, no report.  

The Cultural Arts Commission discussed and unanimously agreed on the following recommendations.

  1. The Cultural Arts Commission supports the transfer of the Art in Public Places and the Art in Public Architecture funds from the Capital Improvements Program budget to the Operating Budget in fiscal year 2010.
     
  2. The Cultural Arts Commission unanimously moved/agreed that the Art in Public Places funds not be used to restore the surrounding plaza area and benches of the "Spirit of Rockville"/Courthouse Square Fountain.  The surrounding area and benches were not part of Dan Davidson's original art proposal and these items were funded as park construction in the Capital Improvements Program.
     
  3. The Cultural Arts Commission unanimously supports capital improvements to the F. Scott Fitzgerald Theatre.  The Cultural Arts Commission voted unanimously that the balance of the "Friends of the Arts" account not be spent on this project or any single one project .The "Friends of the Arts" account is to benefit all cultural arts forms-- depleting the account on a single project could/would severely limit the ability of the Cultural Arts Commission to support other potential art projects in the immediate future.

Betty Wisda will schedule a tour of private sector art in late April.

Re:  Old Business

The Cultural Arts Commission unanimously agreed that the proposed art project for the Park Street Underpass be withdrawn from further consideration due to lack of support and interest from representatives of Neighborhood/Community Associations.  The Art in Public Places Committee has been charged with identifying other neighborhood sites for further consideration.

Re: Next Meeting

The next meeting will be at 7 p.m. on Wednesday, May 13 in the Diamondback Terrapin Room at Rockville City Hall.

There being no further business, the meeting was adjourned at 8:40 p.m.

The Cultural Arts Commission unanimously agreed that Daron Bolat would be a good candidate if a vacancy existed on the commission.  John Moser will contact Eileen Mader regarding her plans to resign from the Cultural Arts Commission due to illness.
