Minutes of the Cultural Arts Commission

John Moser, Chairperson, called the meeting to order at 7 p.m. in the Diamondback Terrapin Room at Rockville City Hall.  

Re:  Approval of the Minutes

The Minutes of the Cultural Arts Commission April 14 meeting were unanimously approved.

Re:  Chairperson’s Report

John Moser reported on the following items.

1. He sent an email to the Mayor and Council stating the recommendations of the Cultural Arts Commission regarding the transfer of Art in Public Architecture and Art In Public Places funds from the Capital Improvements Program budget to the Operating Budget in Fiscal Year 2010; the Art in Public Places funds being used for the restoration of the plaza located in Courthouse Square Park; and the Friends of the Arts funds being used for the hydraulic pit platform for the F. Scott Fitzgerald Theatre.
    
2. He reported that the neighborhood residents did not support the proposed art project for the Park Street Underpass.  The Art In Public Places Committee will review potential sites on Park Road and South Stonestreet Avenue.
    
3. The Art In Public Places committee will review the submitted cost estimates from artist Tom Ashcraft regarding restoration of “Beacon” to its original condition or removal of the sculpture.

Re:  New Business

The Cultural Arts Commission reviewed the draft of the Art in Public Places contract submitted by Sondra Block, Assistant City Attorney.  The following items represent their comments.

Should the City’s website and/or digital rights be noted in the reproduction rights section?

Should both funding source of the Art in Public Places program as well as Art in Public Architecture program be noted in the Whereas section?

In Fiscal Year 2010, the funds of the Art in Public Places and Art in Public Architecture projects will be transferred from the Capital Improvements Program budget to the Operating Budget.. Should the Operating Budget be noted in the Whereas section instead of the Capital Improvements Program?  
      
Re: Next Meeting

The next meeting will be at 7 p.m. on Wednesday, June 10 in the Diamondback Terrapin Room at Rockville City Hall.  Ken Lechter will possibly be late due to a work commitment.
