Minutes of the Cultural Arts Commission

John Moser, Chairperson, called the meeting to order at 7 p.m. in the Black-Eyed Susan Room at Rockville City Hall. 

Re:  Approval of the Minutes
The Cultural Arts Commission Minutes for the January 6 meeting were unanimously approved.

Re:  Chairperson’s Report
John Moser reported on the following items.

  1. The Cultural Arts Commissioner will be mailed copies of the final drafts submitted by The Minor Group for the Culture and Entertainment Plan.  Commissioners are asked to review and comment on these final drafts.
     
  2. Distributed copies of the letter sent to Mayor Marcuccio regarding a status report on VisArts at Rockville.
     
  3. Attended a meeting with Burt Hall, Betsy Thompson and Betty Wisda regarding the proposed FY 2011 Operating Budget.  John Moser presented the background information as well as staff’s recommendations. The Cultural Arts Commission concurred with the following recommendations and the addition of a note in narrative.
     
    a.    Fund the City’s annual contribution to the following programs from the Friends of the Arts account to relieve the need to cover these programs in the Arts Cost Center in the General Fund.  The programs and contributions are F. Scott Fitzgerald Literary Conference ($6,000) and Kids! Parks! Performing Arts! Entertainment Series, Sunday Afternoon Concerts Series at Glenview Mansion and the small stage entertainment at Hometown Holidays ($9,600).  Note:  These programs were funded in the Arts Cost Center in FY 2010.
     
    b.    Suspend the FY 2011 appropriation for the $1 per capita amount (approximately $65,000) for the Art in Public Places program.  Note:  The suspension of funds will be only for one year and reinstated in FY 2012.
Betsy Thompson, Superintendent of Recreation, will prepare a memorandum containing the background information and the staff recommendations for the proposed FY 2011 Operating Budget and mail it to the Cultural Arts Commission on February 18.

VisArts at Rockville Presentation
Drew Powell distributed information that he had prepared regarding VisArts at Rockville.   He noted that he had requested a copy of the Memorandum of Understanding and the lease between the City of Rockville and VisArts at Rockville.

Re:  Staff Report
Betty Wisda distributed copies of the Staff Report and the Art In Public Places Report.  She noted that the Mayor and Council unanimously approved that the art commissions be awarded to Bonnie Fitzgerald and Ali Mirsky for the Rockville City Hall project and Cecilia Lueza and Rick Munne for the Arts and Innovation Center project at their January 11 meeting.

Re:  Task Force/Committee Updates
Art in Public Places  
George Northway, Chairperson, reported that the meeting to begin work on updating the Art In Public Places Master Plan 2005-2010 has been rescheduled for 7 p.m. on Wednesday, February 24 at Rockville City Hall.

Re: William Gibbs Art Project
The Cultural Arts Commission reviewed the revised art proposal by James Russell and the original proposal by Charlotte Lees and recommended unanimously that Charlotte Lees be awarded the $75,000 art commission for her stainless steel, black Plexiglas and polished granite sculpture representing the achievements of William Gibbs.
