| The Charter Review Commission was formed by the Mayor and Council in July 2002 to examine the City of Rockville’s Charter and other laws as they relate to the election process and make recommendations regarding any changes that may be needed. The Mayor and Council asked that the group, while not limited in its scope, specifically look at the following issues: - Staggered terms for the Mayor and Council
- Length of terms for the Mayor and Council
- The number of members of the Mayor and Council
- Councilmanic districts vs. at-large elections
- Weekend elections
- Voting privileges for resident alien citizens of Rockville (removed by consensus of the Mayor and Council)
- Alternative days and times for voting
- The methods by which referenda can be generated by citizens
- The requirement that referenda bind the Mayor and Council
- Mandatory Charter review every ten years
- After months of deliberation, the Commission has issued a report on their recommendations, dated December 31, 2002.
