 Meeting Minutes
July 11, 2006

Attendees:

Faith Klareich (FK), Doug Beard (DB), Kris Dighe (KD), Alicia Hosmer (AH), Jerry Leighton (JL), Tolulope Odunlami (TO), Geoff Sanders (GS) and Jaskaran Singh (JS).

Absent:

Sura Yakowitz (SY).

Welcome, News and Agenda Review

The meeting was called to order at 7:30pm in the Blue Crab Room at Rockville City Hall.

 

2.Review and Approval of Meeting Minutes

Motion to approve June 13, 2006 meeeting minutes passes by unanimous vote.

 

3.RORZOR Green Building Presentation Debrief

Immediately prior to this meeting, members of the Environment Commission met with the RORZOR zoning review group to discuss High Performance Green Buildings.  The EC presented general educational information about high performance green buildings as well as the EC’s position and recommendations on a high performance green building program for Rockville (as agreed at the June EC meeting).  There were no specific requests made by the RORZOR to the Environment Commission for additional information, although the following questions were raised which the Commission may wish to research:

  • It was mentioned that the LEED certification for the Thomas Farm Community Center would cost approximately $65,000.  Is this amount typical?  What is this paying for?  Does the USGBC review both the design as well as final construction of the building for conformity?
  • The EC could provide links to additional information on LEED standards, as well as create a chart of what other jurisdictions in the region are doing.  NW has some of this information via IGG; the HPGB working group has also been compiling this information.  Issues of particular interest are costs of certification and necessary design reviews and construction oversight to obtain the certification.
  • The ROZOR was interested in the description of PA’s program, integrating LEED with Energy Star to assure that green buildings also perform well in the energy arena.
  • The RORZOR may be interested in additional information on parking, the effects of parking policies on land-use, and links to EPA and other guidance on “green” parking solutions.

Commissioners who attended the RORZOR meeting are to email NW any other issues they recall being raised in the meeting.

JL mentioned that the issue of design review and construction inspection is critical to the success of a green building program – how will you know if the building is built and performs as promised?  Also, will need to solidify issue of incentives versus requirements.

Questions arose about what requirements Rockville currently had in place regarding energy conservation / efficiency: Chapter 5 of the City Code (Buildings and Building Regulations) contains the Electrical Code (Article VII) and the Energy Conservation Code (Article VIII) – what are these requirements and how are they inspected / enforced?  TO will look into the matter.

 

4.Commission FY06 Accomplishments and FY07 Goals

Using the outline created last fall for the EC’s meeting with the City Manager and Director of Public Works as a starting point, modifications and updates were made to make the information current.  Additionally, FY07 goals were discussed.  The final modified document is to be submitted to the City Clerk’s Office by their request.  This final accomplishments and goals document is attached.

 

5.Updates

Tonight was the last meeting for JS, the Commission’s student member.  He has just graduated high school and will be attending college in the fall.  JS has provided NW with email addresses for some local high school teachers who may be able to offer assistance in finding a new student member interested in serving on the Environment Commission.  NW will work on this and see if a new student member may be appointed in the fall.
