MINUTES

The City of Rockville Historic District Commission convened

in the Recreation and Parks Conference Room, Rockville City Hall, at 7: 08 p.m.

  1. APPROVAL OF MINUTES

January 19, 1999 (Meeting No. 1-99)

 No additions or corrections were offered to the minutes of January 19, 1999. 

Commissioner Brenneman moved, seconded by Commissioner Neal-Powell, to approve the minutes of the Historic District Commission meeting of January 19, 1999 as submitted.

VOTE: 3-0 (Commissioners Noble and Crawford not present)

 

  1. APPLICATIONS FOR MONTGOMERY COUNTY TAX CREDIT

1. TXC99-0138 - Applicant: T.C.G. and Rita Wagner

201 W. Montgomery Avenue

For: Ordinary Maintenance - replacement of asphalt roof with new roofing material

Action: Recommend Approval or Denial

The applicants were not present. Staff stated that this is not a public hearing but a review and recommendation of tax credit eligibility for work done on the site. TXC99-0138 requested tax credit for ordinary maintenance consisting of replacement of asphalt roof material with a similar material. All required photographs, attachments, and supporting documents were submitted with the application and the improvement is eligible for tax credit. 

Commissioner Brenneman moved, seconded by Commissioner Neal-Powell, to recommend TXC99-0138 for ordinary exterior maintenance, consisting of asphalt roof replacement with asphalt roofing, at 201 West Montgomery Avenue, as eligible for Montgomery County Historic Preservation Tax Credit benefits as submitted.

VOTE: 3-0 (Commissioners Noble and Crawford not present)

 

2. TXC99-0139 - Applicant: Stephen and Marian Luginbill

25 Wall Street

For: Ordinary Maintenance - replacement of asphalt roofAction:

Recommend Approval or Denial

The applicants were not present. Staff stated that the applicants request tax credits for ordinary maintenance consisting of replacement of an asphalt roof material with a similar asphalt roof material. All required photographs, attachments, and supporting documents were submitted with the application. The improvements are eligible for tax credit. 

Commissioner Brenneman moved, seconded by Commissioner Neal-Powell, to recommend TXC99-0139 for ordinary exterior maintenance consisting of asphalt roof replacement with asphalt roofing at 25 Wall Street as eligible for Montgomery County Historic Preservation Tax Credit benefits.

 VOTE: 3-0 (Commissioners Nobel and Crawford not present)

 

3. TXC99-0140 - Applicant: Julian and Margaret Sante

541 Beall Avenue

For: Ordinary Maintenance - replacement of tin roof with new tin

Action: Recommend Approval or Denial 

Mrs. Sante was present to answer questions. Staff stated that the applicants requested tax credit for replacement of a tin shingle roof with a similar tin shingle roof, and associated carpentry repairs to the roof and porch structure. This qualifies as exterior ordinary maintenance. Replacement of a boiler system was also requested, but interior work is only eligible for State tax credits. Mrs. Sante said both applications were prepared at the same time and the boiler system was erroneously included. The boiler system was removed from the application. All required photographs, attachments, and supporting documents were submitted with the application. The roof and carpentry improvements are eligible for tax credit. 

Commissioner Brenneman moved, seconded by Commissioner Neal-Powell, to recommend TXC99-0140 for exterior maintenance consisting of tin roof replacement with tin roof and related structural carpentry at 541 Beall Avenue, as eligible for Montgomery County Historic Preservation Tax Credit benefits with the following condition:

 1. The boiler system replacement is not eligible for tax credit.

  1. OLD BUSINESS
  1. Proposed Text Amendment - Definition of "Demonstrated Special Interest"
  2. The HDC reviewed the proposed draft ordinance defining "demonstrated special interest" as a qualification for serving as an HDC Commissioner. The City Attorneys Office prepared the draft ordinance in conformance with the language recommended by the Maryland Historic Trust. The revision is necessary to bring Rockville's ordinance into compliance with State Planning and Zoning Code 66 B. The HDC discussed the effect of the ordinance on the selection of the most qualified candidate and how the HDC could assist in getting the best candidates for the job. It was decided that the HDC should work at recruiting qualified persons for vacancies and offer assistance to the Mayor and Council. The draft ordinance will be recommended to the Mayor and Council with a minor wording change for consistency.

     

  3. MHT FFY 1999 Grant Request
  4. The HDC reviewed the final grant request budget and products. The grant requests $18,615 from the Maryland Historical Trust, which will be matched by the City. The project will fund archeology at Wootton's Mill, produce a history book on the mill, and pay for interpretive site design. The other project will be 10 "Lost Rockville" interpretive plaques and a tour brochure, all of which are in preparation for the City's 200th anniversary. Suggested FY 2001 grant projects are an archeology dig at King Farm and a history of that area, as well as continuation of the plaque program.

     

  5. Rockville Millenium and Rockville Bi-Centennial - 2001

Preservation Planner Judy Christensen said she spoke to Chris Heckhouse who is coordinating the City's Millennium Celebration. She said the committee was concerned that the bicentennial would be lost in the millenium celebration and should have its own recognition. Staff agreed and said the HDC would work with the Millenium Committee and proceed with projects for the City's Bicentennial in 2001 to 2003. She will attend the Millenium Committee meeting to coordinate projects.

 

  1. NEW BUSINESS 
  1. 1999 HDC work plan. 

The 1999 HDC calendar and work plan was reviewed and several upcoming goals and projects addressed. Jerusalem Church was chosen for the first 1999 interpretive site plaque and nominations for historic preservation awards were proposed. Staff is to contact Jerusalem Church and begin planning the plaque, with dedication proposed during National Preservation Week in May. Staff is also to work with Jerusalem Church in dealing with the recent fire at the Parsonage, which is a National Register site. Staff said the MHT had been contacted for assistance and HDC staff is exploring other options. She had also spoken to the Building Trustee and Peerless Rockville and received a positive response. Other items on the work plan will be addressed at the March meeting.

  1. COMMITTEE/ ORGANIZATION REPORTS 
  1. Glenview Mansion Committee report - Craig Moloney
  2.  The plans are completed for the Glenview cottage work as presented to the HDC. Several suggestions regarding placement of the kitchen and room division and use were incorporated. The windows on the south will be replaced, but not those on the west wall. The lower rest room area is not included in this contract.

     Mr. Moloney said he had requested that plans for the proposed Nature Center and a planned storage building for stage sets and other materials be sent to the HDC as a courtesy. The HDC asked staff to forward this request.

     Dean Brenneman and Don Crawford attended the master plan task force meeting for the HDC. The February minutes were submitted to the HDC. They noted that the RFP for the Master Plan consultant was the topic of the next meeting in March.

      

  3. Lincoln Park Historical Society - Anita Neal Powell 
  4. The Lincoln Park Historical Society has mounted an exhibit at the Rockville Regional Library in honor of the 50th anniversary of the annexation of Lincoln Park to Rockville. A program celebrating "Living Culture of Black Folks in Montgomery County" will be held on February 27 at Mr. Calvary Baptist Church. The tour of historic black sites in the County will start at Lincoln Park and will be held on Montgomery County History Day, July 11.  

  5. Peerless Rockville- Peerless Rockville - no report.  
  6. Montgomery Preservation ­ Dean Brenneman

Montgomery Preservation has applied for a Maryland Bond Bill to match other committed funds for restoration of the B&O Railroad Station in Silver Spring. The annual Montgomery County Awards for Historic Preservation will be held May 11 at the Red Brick Court House and nominations are accepted until March 31, 1999. Old House Parts at the latitude observatory in Gaithersburg is now open on the first Saturday of the month from 9 AM to 1 PM and by appointment. He said MPI is investigating the question of legal standing by civic groups and citizens using historic publicly owned buildings.

 

  1. COMMISSION/ STAFF UPDATES
  2.  Staff said Dr. Law's request for lot subdivision was denied by the Planning Commission and he has taken the matter to appeal. There has been no word on the recommendations or report for the King Farm Parks master plan.

    A draft check sheet for evaluation of Historic District Designations was submitted to the Commission by staff. This adds the level of site significance (local, state, national) and the condition of the site and structure to the cultural and architectural significance criteria.
