I. WORKSESSION: The worksession was not held given the light business meeting agenda.

The business meeting was convened at 7:07 P.M.

II. COMMITTEE / ORGANIZATION REPORTS

A.  Peerless Rockville – Suzanne Fisher
Peerless Rockville will celebrate civic activism and volunteers in Rockville at 7:30 p.m. on March 22 at the Red Brick Courthouse.  Jennie Forehand and Mansfield Caseman will speak.  Nominations for Rockville “Characters, Celebrities and Stars” are being accepted as part of Peerless Rockville’s “The Way We Were” program.  People who made a difference to Rockville will be honored at 7:30 p.m. on April 25 at the Red Brick Courthouse.  Peerless will host a Homes and Hospitality Tour – A Progression Through Time (which will take the place of the annual Progressive Dinner) on Saturday, May 21.  Homes on the tour will include both historic (East Rockville) and new (King Farm). The Historic Preservation Awards will be presented at the Mayor and Council meeting on May 2 at City Hall.  See the Peerless Rockville web page at www.peerlessrockville.org for further information.  

B. Lincoln Park Historical Foundation –  Anita Powell
The Lincoln Park Historical Foundation held a new office ribbon cutting at the Waters House in Germantown on Monday February 2.  The event was covered by five television stations, The Washington Post and The Gazette newspapers. For more information consult the Web site at: www.lincolnparkhist.org

C. Comments – Historic District Commissioners – Commissioner Powell said that she had received an inquiry from a homeowner at 1204 Allison Drive who would like to have her house designated and passed the information on to staff for follow-up.

III. APPLICATION FOR CERTIFICATE OF APPROVAL

A. HDC2004-00310A 

Applicant: Robert and Barbara Craig
Address: 16 Thomas Street
Request: Amendment to approved plans for addition

Planner Ziek presented a short summary of the application.  Mrs. Craig clarified that the first floor is an increase of 2’ along the entire new work.  The amended proposal provides for a stacked addition entirely under roof.  The 2nd floor deck area is reduced.  She also requested that at the north side of the 2nd story rear elevation, instead of a window, she would prefer a diamond (similar to something at another part of the house) because this is a closet. 

Commissioner Broadhurst thought the amended changes were inconsequential to the overall project, and even an improvement from a maintenance point of view, by putting the new enclosed areas under roof.  Noting that the south elevation would be a long expanse, he asked if there had been shutters on the house.  The Craigs noted that there had been nailed on shutters that they removed awhile ago. 

Commissioner Maloney agreed these were reasonable mondifications to the approved addition.  There would be no adverse impact on the approved massing.  He noted that the positions of the windows on the addition should be adjusted to reflect the additional two feet, to center them.

Commissioner Van Balgooy asked about drainage, and gutters and downspouts were urged to move the water away from the house.

MOTION: Commissioner Moloney moved, seconded by Commissioner Broadhurst, that this amendment to a previously approved application met the Secretary of the Interior’s Standards #1, 2, and 5; subject to the condition that the windows should be centered in the elevations.
VOTE: 5-0

IV. APPLICATION FOR MONTGOMERY COUNTY TAX CREDIT 

A. HDC2005-00322 

Applicant: Aaron and Melissa Fein
Address: 200 West Jefferson Street
Request: Tax Credit eligibility determination

Planner Kebba stated that the applicant had amended his application on March 16 to include exterior work on his existing garage. 

MOTION: Commissioner Broadhurst moved, seconded by Commissioner Hartranft, to find application HDC2005-00322, for exterior work at 200 W. Jefferson Street, eligible for Montgomery County Preservation Tax Credits as recommended by staff and that application HDC2005-00322 be forwarded to the Montgomery County Department of Finance for processing.
VOTE: 4-0 (Commissioner Broadhurst was excused from the meeting due to illness) 

V. DISCUSSION / UPDATES

A. Planning Activities and Projects

  1. Lincoln Park Preservation Report – the plan is on schedule with Planning Commission and Mayor and Council public hearings likely to be held in June/July.
  2. Rockville historic preservation conference, April 16:  The HDC went over the agenda topic discussion points and goals.  Commissioner van Balgooy will work with Judy Christensen on the topic of Local Designations; Commissioner Hartranft will work with Robin Ziek on Post World War II Architecture and Isabelle Gournay will be a special guest on this topic; Commissioner Moloney will work with Shelby Spillers on Tear-Downs and Mansionization; and Anita Powell will work with Cindy Kebba and Peggy Erickson (Montgomery County Heritage Alliance) on Heritage Tourism in Rockville.

VI. MINUTES

  • Meeting No. 02-2005, February 17, 2005

MOTION: Commissioner van Balgooy moved, seconded by Commissioner Hartranft, to approve the minutes of February 17, 2005 as written.   
VOTE: 4-0 –1 (Chair Powell abstained)

VII. ADJOURN: The HDC adjourned at 9:25 p.m.
