I. Agenda Review Worksession - began at 7:00 pm. No decisions were made.
II. The formal meeting began at 7:33 pm. Chair McCool introduced HDC members / staff.
Committee/Organization / Organization Reports:
A. Lincoln Park Historical Foundation (LPHF) - Anita Neal Powell noted that the LPHF is celebrating its 33rd Anniversary with a musical tribute “The Gospel Train through History” on February 26, 6-9 pm at Montgomery College. February is African American Heritage Month, and you can celebrate by taking the African American Heritage Walking Tour in downtown Rockville. See also Channel 11 Video on Demand for one on Lincoln Park. Watch for the upcoming 121st Anniversary of Lincoln Park, celebration in June 2010. LPHF is joining with many to sponsor the 2nd annual Civil Rights Tour, March 29 – April 3. For more information, contact The Montgomery County Office of Human Rights/ Debra Jones, at 240-777-8450. B. Peerless Rockville - Peerless Rockville Executive Director Mary van Balgooy asked for people to serve on their Board of Directors, and also different committees such as the Communications, or Homes and Hospitality Tour. Upcoming events include a Walking Tour of East Rockville on Saturday, April 17th; the Homes and Hospitality tour on May 8th; and an 1860s-rules Baseball Game on July 10th. C. Public Comments/Open Forum
D. HDC, Staff Comments: Staff Ziek mentioned the continuing schedule for the historic district designation process for 602 Great Falls Road. She asked if a commissioner would volunteer to speak at the M&C Public Hearing on Feb. 22nd, and Commissioner Powell volunteered.
III. Consent Agenda: The Chair asked for a motion on the Consent Agenda, adding HDC2010-00495 (Evaluation of Significance for 712 Roxboro Road) to this agenda.
MOTION: Commissioner Moloney presented a motion to move approval of the Minutes for January 21, 2010 and for HDC2010-00495. Commissioner Powell seconded.
VOTE: Consent Agenda approved 3-0
IV. Certificates of Approval
A. HDC2010-00489
Applicant: Bob and Colleen Corbey
Address: 108 N. Adams Street
Request: Rear Addition
Staff Ziek gave a brief staff report, adding some corrections based on a field visit, noting two large 2/2 rear windows, and three early 20th c. smaller 2/2 windows currently on site that will be affected by the proposed new addition, as well as the historic rear door and rear storm door. Staff is suggesting that all these materials be reused in the new addition, because the house itself is cobbled together from various historic buildings, and this will be consistent with the significance of the house.
Mr. Corbey confirmed that a prior owner had moved the original front door to the back. He said he was happy to reuse this door and the storm door as well on the new addition. He noted he would like to reuse the 2/2 large windows on the 1st floor, south elevation of the new addition. He wants to replace the frosted glass in the front door, to provide a clear view. He’s not sure about where he could use the three smaller 2/2 windows.
Commissioner Moloney reviewed the proposed drawings, noting several aspects that had not been addressed: foundation, exterior trim, chimney materials, chimney not shown on East elevation, complete roof replacement?, materials on side porch, gable vent, landing for proposed French doors on west elevation, design of French doors. He also noted that the proposed addition has smaller massing than the original house, and uses appropriate materials.
Chair Hunt-McCool asked if they were also applying for historic tax credits with the state? The applicant said no. The Chair asked staff to review the proposed size and massing, as she has concerns, given the corner site and high visibility of the addition. Staff reviewed how the proposed massing uses corner setbacks and one-story segments to remain a secondary element on the house.
MOTION: Commissioner Moloney presented a motion to approve HDC2010-00489 with the following Conditions:
1. The HardiPlank clapboard shall have a smooth finish.
2. The rear existing 2/2 windows will be reused in the new addition on the 1st floor south elevation, flanking the new fireplace.
3. Trim on the new addition will be HardiPlank.
4. New windows will be 2/2 aluminum clad wood windows (simulated true-divided light, as per the staff report).
5. The porch on the north elevation will have a wood rail, and wood tongue-and-groove flooring.
6. The existing rear door and screen door will be moved to the north elevation side door.
7. The foundation will be smooth parged block.
8. The new chimney will be brick.
9. The small 2/2 windows may be reused in the new project, if possible.
10. The owner will consult with staff on the fenestration for the new rear French doors.
11. The owner will return to the HDC with the design for a rear deck.
Commissioner Powell seconded.

B. HDC2010-00494
Applicant: Alex & Rebecca Daskalakis
Address: 8 Thomas Street
Request: Rear screened porch
Staff Ziek presented a short staff report with images of the property, recommending approval. The owner, Mr. Daskalakis, testified that he had tried to match the original roofing materials, but couldn’t find a good match. He is asking for permission to install asphalt shingles on the new addition. There will be no other changes to the existing house – doors and windows remain.
Commissioner Moloney thanked the owner for the high level of maintenance at the property. He thought HardiPlank siding would be appropriate, and that the composite trim pieces could be painted, so they were also appropriate. He asked the owner about the porch flooring materials, and door, and the owner stated he would use wood tongue-and-groove; and a wood screened door. He will use HardiPlank in the gable end. Commissioner Moloney also recommends a gable window, similar to what exists on the house.
MOTION: Commissioner Moloney presented a motion to move approval of HDC2010-00489 with the following Conditions:
1. The HardiPlank clapboard shall have a smooth finish.
2. The owner may work with staff level approval for a gable window, if he so chooses.
Commissioner Powell seconded.
VOTE: Approved 3-0
V. Discussion
The Chair noted two openings on the HDC. Rockville residents should contact the City Clerk, or historic preservation staff at 240-314-8230 for more information.
Jim Wasilak, Chief of Planning, provided an update on the proposed FY11 Budget. There will be further operating budget cuts. There will be no funding for the National Trust Conference, but there will be funding for attendance at the State Conference.
There was no discussion on the proposed FY11Work Plan provided to the HDC.
The Chair reviewed the informal meeting with John Britton, with CPDS Director Susan Swift, and Staff Robin Ziek. The Chair talked about interaction between the Mayor and Council and the HDC, and the need for further discussions about procedures. She plans to set up a Worksession with Councilman John Britton, the M&C Liaison to the HDC.
The yearly joint training with Gaithersburg and Montgomery County is scheduled for April 8th at Glenview Mansion, 7:00 – 9:30 pm. The topic is "Economic Hardship."
The HDC adjourned at 9:10 pm.
