AGENDA REVIEW WORKSESSION, began at 7 pm. No decisions were made. The regular meeting began at 7:32 pm.
Committee reports were provided by Peerless Rockville (Mary van Balgooy, Executive Director); and by the Lincoln Park Historical Foundation (Anita Neal Powell, Executive Director). There were no Public Comments at Open Forum. Commissioner van Balgooy talked about the Glenview Mansion interpretive draft, which he wrote, and he would like comments from the other commissioners. Staff commented about the program for Heritage Days (June 26-27), with several Rockville sites and many programs. Update on Victory Court (with Planning Commission date) and Chestnut Lodge (with Planning Commission date).
CONSENT AGENDA; Motion to approve all of the Tax Credit applications on this agenda, as well as the Evaluation of Significance for 721 W. Montgomery Avenue proposed by Commissioner van Balgooy, and seconded by Commissioner Moloney. Chair Hunt-McCool recused herself, and asked Commissioner van Balgooy to act as Chair Pro Tempore. Motion to approve Consent Agenda by Commissioner Moloney, seconded by Commissioner Powell. Motion passed 3-0-2 (Commissioner McCool recused, Commissioner Hansen absent).

Brief staff report on this third presentation on this project. Chair McCool raised concern about HDC being fair to all applicants, in terms of preserving the front window. Staff noted other cases that addressed this. Commissioner van Balgooy noted that this is not a preference for the appearance, but he noted that the building was constructed in phases, and this was a later addition; and this will be reversible. Given the choices, this is preferable to him. Commissioner Moloney also agreed that the north addition was less significant than the core block, and that this is reversible. Chair McCool also had concerns about the additional sidewalk in the front, and this is too much paving. Motion to adopt the Landscape Plan with the exception of the proposed future walkway closest to the street proposed by Commissioner van Balgooy and seconded by Commissioner Moloney. Vote: passed 4-0 (Commissioner Hansen absent). Motion to approve the installation of the proposed location of the interpretive sign, with text of sign to come back to the HDC for their approval proposed by Commissioner van Balgooy and seconded by Commissioner Powell. Vote: passed 4 – 0 (Commissioner Hansen absent). Motion to approve the installation of the louver/sash on the east elevation proposed by Commissioner van Balgooy, and seconded by Commissioner Powell. Vote: passed 3-0-2 (Chair abstained because she believes this is precedent setting; Commissioner Hansen absent).
The HDC noted an opening on the Commission. The Work Plan was noted, but not discussed, and will be discussed at the next meeting. The Rules of Procedure were presented and staff asked for comments by July 1st. They will be discussed at the next meeting.
