PROPERTY DESCRIPTION:

Size:                 4.15 acres (180,778 square feet)

Zone:                R-75 (Single Family Detached, Residential)

Present Use:  The subject property is primarily wooded and was formerly a part of the Woodmont Country Club property.  When the City of Rockville purchased land for the construction of Wootton Parkway (formerly Ritchie Parkway) this property was severed from the country club site by the new road.  After the parkway was completed in 1993, this City owned parcel was conveyed to Montgomery County as part of a land trade arrangement involving other properties within the City.  In April 1995, the property owner (Montgomery County Department of Housing & Community Development) filed a petition requesting that the property’s then R-E (Residential Estate) zoning classification be rezoned to the R-75 (Single Family Detached, Residential) zone.

 

PREVIOUS RELATED ACTION:

 

·        Map Amendment MAP95-0062, Montgomery County Dept. of Housing & Community Development, a request to reclassify a 4.15 acre parcel located at the southern terminus of Curtis Place from the R-E (Residential Estate) zone to the R-75 (Single Family Detached Residential) zone.  Approved by the Mayor and Council on October 9, 1995.

 

·        Preliminary Subdivision Plan PLT96-0059, Montgomery County Dept. of Housing & Community Development, a residential subdivision proposal to create a ten (10) lot residential subdivision in the R-75 zone on undeveloped property located at the southern terminus of Curtis Place, approved by the Planning Commission on November 13, 1996.

 

STAFF COMMENTS: The subject property is located on the northern side of Wootton Parkway.  Vehicular access to the site will be solely via the southern terminus of Curtis Place, which is currently a stub street.  The undeveloped site is triangular in shape, bound to the north by Section 5 of the Hungerford residential subdivision, west by the Board of Education’s Children’s Resource Center site (formerly Hungerford Elementary School), and south by Wootton Parkway.  The applicant submits the subject record plat in accordance with Section 25-728 of the City of Rockville Zoning Ordinance.  All lots proposed exceed the minimum 7,000 square foot lot size requirement of  the R-75 zone.  The lot size and designated lot number of each lot created by this plat is as follows:  (1)  Lot #27 - 8,652 sq.ft.,  (2)  Lot #28 ­ 7,975 sq.ft.,  (3)  Lot #29 ­ 7,975 sq.ft.,  (4)  Lot #30 ­ 7,975 sq.ft.,  (5) Lot #31 ­ 8,936 sq.ft.,  (6) Lot #32 ­ 9,891 sq.ft.,  (7) Lot#33 ­ 8,998 sq.ft.,  (8)  Lot#34 ­ 11,394 sq.ft.,  (9)  Lot #35 ­ 10,609 sq.ft., and (10)  Lot #36 ­ 8,753 sq.ft.     

 

In addition to the referenced ten (10) single family detached residential lots being created under this final plat, Parcel A as proposed, will serve as a forest preservation area and accommodate stormwater management, storm drainage facilities, etc.  Proposed Parcel A is approximately 1.3 acres in size and it to be conveyed to the Mayor and Council.  Based on all available information, the plat as submitted is in substantial accordance with the site development plan approved under the project’s Preliminary Subdivision Plan PLT96-0059. 

 

 STAFF RECOMMENDATION:  Approval is recommended subject to the following conditions:

 

1.  Forest conservation easements must be shown in appropriate/designated areas of Parcel A. Stormwater management, stormdrain, and sanitary sewer easements, in addition to public rights-of-way, also must be shown as located in designated areas of Parcel A.

 

2.  The plat must be revised to make modifications/revisions as identified on Planning Commission Exhibit “A” (as kept on file in the City’s Office of Planning).

 

3.  The final corrected plat must be submitted in an appropriate electronic format as specified in Section 25-782(c) (d) and (e) of the City of Rockville Zoning Ordinance.
