Approved (5-0) - Final Record Plat PLT99-0163 and PLT99-0164, King Farm Associates - to resubdivide Parcel V, Block D; Parcel W, Block E; and Parcel 6 in the Bailey's Common North section of King Farm.

Defered Action at the request of the applicant - Final Record Plat PLT99-0162, King Farm Associates - to dedicate right of way for King Farm Boulevard and the Corridor Cities Transit Easement, west of Piccard Drive.

Approved (5-0) the utility plan for Detailed RTH Application RTH 98-017A, Winchester Homes on Wootton Parkway.

Defered Action at the request of the applicant, for two weeks, of Use Permit Application USE99-0595, Federal Realty Investment Trust - to convert a retail store to a restaurant and to covert a storage area to expand an existing restaurant at 213 and 217 North Washington in the Magruder's Shopping Center.

Recommended to the Mayor and Council approval of the Gude Drive/Southlawn Industrial Area Special Study - Joint study with Maryland-National Capital Park and Planning Commission and City staff regarding land use and annexation policies. The three parts of the recommendation are:

1. Recommend approval of a policy line that defines an area (generally west of Gude Drive and part of the area in the southeast quadrant of Gude/Southlawn) where County zoned I-2 properties would be allowed to be placed in the City's I-1 zone when annexed. This would not require County Council consideration of each annexation in this area.

2. Recommended consideration of a text amendment to create a zone in the City that mirrors the County's I-2 (heavy industrial) zone.

3. Recommended the initiation of a water and sewer provision study in the area and an action plan to implement recommendations. This would facilitate the orderly development of properties that do not have sewer and water service and where extension of City services under current policies is prohibitively expensive.
