REVIEW AND ACTION
Approved (5-0) Final Record Plat, PLT1999-00179, Mid-Atlantic Medical Services, Inc. - to create two ownership lots from a single record lot at 3 Taft Court. Approved (5-0) Final Record Plat, PLT1999-00183, MI Homes Inc. - to re-record a single-family townhouse lot with an additional 3' strip of land, the HOA parcel that the strip is taken from is also being recorded at 548/550 Longhorn Crescent. Approved (5-0) Amendment,
USA1998-0581A, Wintergreen Shopping Center - the application proposes a new façade for the former Chi Chi's Restaurant tenant space at 855 Rockville Pike.

RECOMMENDATION TO THE BOARD OF APPEALS
Recommended Approval (5-0) Special Exception,
SPX1999-00282, Shohreh Malekzadeh - to permit an accessory apartment at 674 College Parkway. Recommended Approval (4-0-1,Commissioner Giammo abstained) Variance, APP1999-00720, Plaza 270 Associates - for a variance of the side yard setback to construct a proposed parking structure at 1600/1650 Research Boulevard.

RECOMMENDATION TO THE MAYOR & COUNCIL
Recommended approval  (5-0) the staff recommendation for parts 3, 4, & 5 (part 2 was withdrawn by the applicant) and Denial (3-2 with Commissioners Boebel and Meyer against the motion to deny) part 1 of Text Amendment TXT1999-00178, Fallsgrove Associates - to modify the Comprehensive Planned Development (CPD) provisions of the Zoning Ordinance to (1) reduce the required percentage of structured parking, (2) reduce the shopping center parking standard, (3) permit additional retail uses, (4) increase the maximum size of certain retail uses, and (5) permit semi-detached one-family dwelling units as moderately priced dwelling units (MPDU) in a CPD.
