I. RECOMMENDATION TO THE BOARD OF APPEALS
A. Recommended APPROVAL (3-1 with Giammo against) of Special Exception Application SPX2000-00288, AT&T Wireless Services - a request to install cellular telephone antennas on top of the Glen Mill Road "water tank" and an equipment shelter/building on the site located at 13900 Glen Mill Road. Note: Board of Appeals hearing rescheduled to December 2, 2000.
B. Recommended APPROVAL (3-0-1 with Meyer abstaining) of Variance Application APP2000-00740, Opus East d/b/a Park Plaza, II LLC - zoning variance requested from height limit restriction of the I-3 zone in order to construct the second of two office buildings located at 2101 Gaither Road.
II. REVIEW AND ACTION
A. APPROVED (4-0) Detailed Application CPD2000-0004F, Fallsgrove Retail Group, LLC - Approval of the Fallsgrove Village Center. Application includes 146,940 square feet of retail space, a 75,000 square-foot office building, a multi-modal transit center and a 190 space parking garage.
B. APPROVED (4-0) Detailed Application CPD2000-0004E, Fallsgrove Associates - Approval of infrastructure and roads part II to facilitate future development on the Fallsgrove site.
III. RECOMMENDATION TO MAYOR AND COUNCIL
A. Recommended APPROVAL (4-0) of Text Amendment Application TXT2000-00185, Mayor and Council, Applicant - To modify the Zoning Ordinance to add drive through only restaurant and accessory drive through windows as new uses and to add stacking requirements for drive through restaurants and accessory drive through windows.
