I. REVIEW AND ACTION

A. Final Record Plat PLT2005-00452, Westat, Inc. – to consolidate two existing record lots into a single record lot containing 26.072 acres in the I-3 Zone as National Capital Research Park, Lot 18.  The subject property is located on the south side of Research Boulevard approximately 400 feet northwest of the Md. Route 28 and Research Boulevard intersection.  B. Final Record Plat PLT2005-00453, Westat, Inc. – to create three ownership lots on proposed Lot 18 of National Capital Research Park.  The subject property is located on the south side of Research Boulevard approximately 400 feet northwest of the Md. II. DISCUSSION AND INSTRUCTION TO STAFF

A. Lincoln Park Neighborhood Plan – new neighborhood plan for Planning Area 6 to replace the 1984 Lincoln Park Neighborhood Plan.  The area is bounded generally by the Metro/CSX tracks on the west, Ashley Avenue on the north, North Horners Lane on the east and Lincoln Avenue on the south.

B. Lincoln Park Conservation Plan – for new residential development standards in Lincoln Park to preserve neighborhood character.

The following applications were submitted since December 2005:

  1. Variance Application APP2005-00855, Board of Education – for a waiver for the 50 foot height of the monopole at 651 Great Falls Road.
      
  2. Special Exception Application SPX2005-00364, Board of Education – for a wireless telecommunications facility consisting of a 70-foot monopole with nine panel antennas and 3 ground based equipment cabinets on a 10 foot by 20 foot concrete pad next to the monopole inside a proposed 1000 square foot fenced gravel compound.  The monopole is designed to accommodate no less than 3 carriers. 
       
  3. Special Exception Application SPX2005-00363, John T. Bell – for a third modification to the special exception for Woodley Gardens Swim Club location to permit construction of additional classroom space to accommodate a maximum of 27 additional students, bring the requested maximum enrollment to 123 enrollees with 105 allowed to be onsite at any one time at 850 Nelson Street. 
        
  4. Special Exception Application SPX2005-00362, Board of Education – replacement of College Gardens Elementary School with the addition of a second floor square footage and future classrooms at 1700 Yale Place.
