I.  PUBLIC HEARING

A.  Twinbrook Neighborhood Plan for a neighborhood plan for Planning Areas 7 (Twinbrook Forest/Northeast Rockville) and Planning Area 8 (Twinbrook)
For more information, see the Twinbrook Neighborhood Plan page.  Conducted public hearing and directed staff to set up worksession on concept plans developed for the Twinbrook Shopping Center properties and the Lewis Avenue industrial properties.

II. REVIEW AND ACTION

A. Final Record Plat PLT2007-00481, Twinbrook Commons LLC to consolidate existing deeded parcels into 2 record lots (Lots 1 and 2, Block A, Twinbrook Station) consisting of 69,083 square feet and 671,669 square feet respectively, including street dedication, in the RPC Zone as part of the east side of the Twinbrook Station development.  Voted 7-0 to approve with staff conditions and additional conditions related to dedication of additional right-of-way on Ardennes Avenue or amend the approved use Permit condition to allow a public improvement easement instead. Street name for Street A to be considered at the next meeting.

B. Ownership Plat PLT2007-00482, Twinbrook Commons LLC for the creation of three ownership lots from Lot 2, Block A, Twinbrook Station, in the RPC Zone.  Approved by a vote of 7-0 with staff conditions and conditions added to PLT 2007-00481.

C. Final Record Plat PLT2007-00484, Twinbrook Commons LLC to consolidate existing deeded lots into a single record lot of 8.48 acres in the RPC Zone as part of the west side of the Twinbrook Station development.  Voted 7-0 to approve with staff conditions.

D. Use Permit Amendment USA2006-0699A, Duball Rockville LLC (exhibits)– for an amendment to the existing Use Permit USE2006-0699 to incorporate a 175-room hotel into the approved mixed-use building at 196 East Montgomery Avenue in the TC-4 Zone as part of the Rockville Center development.  Voted 4-3 with Commissioners Britton, Hill and Ostell opposed, with staff conditions and additional condition that the applicant market their retail space to local businesses and to market 3-bedroom units.
