Rockville Planning Commission Mayor and Council Chambers The City of Rockville Planning Commission convened in regular session in the Mayor and Council Chambers at 7:00 p.m., Wednesday, January 24, 2007.

BRIEFING Twinbrook Neighborhood Plan – briefing on recommendations of neighborhood plan for theTwinbrook Neighborhood Plan (TNP). Mr. Wasilak noted that the draft Twinbrook Neighborhood Plan is scheduled for Planning Commission public hearing on February 21, 2007. Ms. Wallas introduced John Tyner, Chairperson and Editor and Pamela Fagelson, Co-Chairperson of the TNP Advisory Committee. Ms. Wallas stated that this Plan does not address the Twinbrook Commons or the Twinbrook Metro areas. Ms. Wallas presented an overview of the TNP and its history of the process in preparing a neighborhood plan for Twinbrook as well as a schedule of Twinbrook Neighborhood Plan meetings. Ms. Wallas pointed out the eight chapters of the plan and its contents. The Planning Commission and staff discussed concerns regarding zoning (floating zones, overlay zones), building-by-right, conservation districts, RORZOR zoning recommendations with regard to the Plan, comments from John Tyner and Pam Fagelson on whether to wait until RORZOR completes its revision process before completed the Plan. Brigitta Mullican, Lewis Avenue, asked the Commission to address the letter from Judy Miller to clarify to her that the Plan should come before RORZOR completes its revisions of the Zoning Ordinance. Commissioner Ostell discussed concerns regarding overlay zones, and waiving setbacks for front porches, extending Atlantic Avenue with Farragut Street. Commissioner Medearis commented on Planning Area 8 is underserved with green space. She said she is concerned about how the green space would be enhanced in Area 8. She said she likes the draft plan because there is a lot of flexibility as well as ambiguity. She would like to see definitive language in that area. Mr. Tyner suggested language in the Plan regarding that matter. The Planning Commission recommended some revised language in the Plan. Mr. Wasilak said that they have communicated with the Twinbrook Citizens Association. COMMISSION ITEMS Old Business Report on Potential Use of Pervious Paving at Thomas Farm Community Center Mr. Wasilak stated that staff has recommended that porous concrete be included in the Thomas Farm Community Center project bid as an add alternate. Mr. Wasilak stated that, realizing that the Commission and staff needs input from the environmental and Public Works Engineering staff, a worksession will be scheduled with the Commission to discuss this in more detail. Chief of Planning’s Report Mr. Wasilak stated that the Commission’s next Meeting would be February 21, 2007. He noted that there will a couple of applications, amendments that are scheduled to be on that agenda. Minutes Commissioner Britton moved, seconded by Commissioner Medearis to approve the minutes of Meeting No. 20-06. The motion passed on a vote 5-0. Commissioners Hill and Wiener were absent. Commissioner Holtz moved, seconded by Commissioner Medearis to approve the minutes of Meeting No. 22-06 with amendments. The motion passed on a vote 5-0-1, with Commissioner Britton abstaining. Commissioners Hill and Wiener were absent. FYI Correspondence The Commission and staff discussed the information given to them regarding the WINX property. Mr. Wasilak discussed and answered questions. He said that they are scheduled to go before the Mayor and Council for Introduction of the Ordinance to adopt on January 29, 2007. Mr. Wasilak stated that the residents staff has heard from have always been very supportive of the residential development. Mr. Wasilak stated that the Plan has not changed and the property is still for residential use. Mr. Reiver withdrew his application petition for annexation. The Plan still recommends that the property be annexed. Commissioner Johnson announced that Commissioner Holtz is leaving the Commission for he will be moving out of the City. Commissioner Johnson further stated that it was a pleasure serving with Commissioner Holtz; he has been a credit to the Commission and the Commission will miss him and so will the City. Commissioner Holtz stated that he regrets leaving the City and the Planning Commission. He noted that it has been an absolute pleasure working with his fellow Commissioners.
