of Minutes
Minutes
of the March meeting were approved as presented.
Re: Water
Treatment Plant Tour
Board had
the opportunity to tour the Water Treatment Plant. Tour conducted by Bill
Sizemore, Superintendent who passed out literature and made an interesting
and informative presentation.

Forum
No one present
to participate in citizens forum.
Re: Street
Tree Appeal 5819 Vandergrift Avenue
Correspondence
concerning this issue was shared with the Board. Board discussed this issue
and supported the City of Rockvilles response to the request. It was
noted that the response letter from the Director of Recreation and Parks was
well written and addressed all the issues in question.
Re: RMSC
Focus Group Report
Report was
distributed and discussed. Overall impression was that the report was well
done and complimentary to the operation of the Swim Center. Some areas of
concern in the report have already been addressed and completed. Specifically,
additional signage, member newsletter, new doors on ladies locker facility,
and customer service training for staff.
Re: Segways
in Rockville
Information
provided was reviewed and the Board felt that the response from the City of
Rockville Police that Segways are allowed on sidewalks was fine.

Program Open Space
Board was
disappointed in the form letter response from Delegate Bavre.
Members agreed to continue contacting area delegates/representatives and inform
them of the importance of Maryland Program Open Space and the negative impacts
of funding reductions on future Rockville park projects.

Reports
Car Show: No Report
Citizen Bicycle Advisory Committee: Has been meeting monthly to discuss projects and the update of Bicycle Master Plan. A meeting was held April 24th with the Rockshire Civic Association to discuss the MD 28/I-270 pedestrian bicycle bridge.
Dog Park: Committee meeting on a regular schedule and a presentation of the Gaithersburg and M-NCPPC Dog Parks was held recently. Suggested sites for the Dog Park to be announced in the near future.
Environmental Issues: No Report
Glenview Mansion: Larry to become chair of this committee beginning May 5th.
King Farm: Number of meetings held with Task Force comprised of King Farm representatives, CAC, Historical District Commission, Rec & Parks Advisory Board representatives, and City Staff. Concern was raised over the Historical Districts control over approval of permits.
Lincoln Park Community Center: No Report
RedGate: No Report
Swim Center: Report was given on the RMSC Focus Group Report results. Swim Center is doing well and they have exceeded their 03 Revenue Projections as of this date.
TCRC: No Report
Thomas Farm: Question raised about the dedication of the Artwork at Thomas Farm. Reported at the time that it was dedicated, however upon review it will be dedicated along with the Park dedication in the future.
Town Center Park: Ms. Savage reminded staff that she is willing to serve on this committee and awaits announcement of meeting dates, etc.
Youth Sports: Chip requested a copy of the Coaches Survey be presented to the Board upon completion and return of the surveys. Staff will provide this information when it is compiled for the May or June Board meeting.

Phil Bryan
reminded the Board of a number of special events coming up in the next month.
Adam Goldstein thanked the Board for his three-year tenure as Student Representative.
Adam indicated his plans to attend either the University of Maryland or Indiana
University in the fall.
