STAFF MEMBERS PRESENT: Jill Hall, Senior Center Supervisor

A motion to approve the December minutes with revisions was made by Rusty Embrey and seconded by Mary Barber.  Motion carried.

TREASURER'S REPORT/BUDGET:  Report for the month of December was presented by Rusty Embrey.  Rusty met with the Investment Committee on January 14 and distributed copies of their report.  The committee will meet again in 6 months.  Rusty met with an attorney, Laura Farthington, about the money RSI is owed from Roz Dixon, former Duplicate Bridge coordinator.  The board agreed to go forward with Ms. Farthington taking the possible embezzlement case to the State's Attorney, which falls under the Senior Fraud and Abuse Law. Rusty finally got a hold of RSI’s accountant, but due to the difficulty in getting in contact with him, plus the delay in his filing our forms, would like RSI to work with another accountant.  She suggested the accounting firm she uses be contacted. Betty Hughes made a motion to empower Rusty to contact the firm and to try to get a good price for handling our taxes - $400 to $600.  Betty Ball seconded the motion.  Motion carried.  The board gave their empty file cabinet to Young in Heart Club.  Rusty read the letter that she sent to the Mayor and Council about the parking lot expansion.  She also read the response she received from Linda Moran in the City Manager's Office.  The board would also like to send a letter to the Mayor and Council.  Rusty asked if we could have an Open House for the Woodley Gardens neighborhood so that they could see what goes on at the Senior Center.  Jill said the city is forming a liaison committee with the neighborhood after Woodley Gardens has their election of officers on January 31.  At the meeting we can ask the group if they would like to have an Open House.  Rusty also asked about the Comcast bill which states that we are getting a 24-month promotion of $89 per month but that after two years the business line would be $106 per month.  Jill told Rusty to check with Andre Hickman, Computer Lab Manager, about the bill.  Betty Ball made a motion to approve the treasurer’s report and Ron Barber seconded the motion.  Motion carried.

STANDING COMMITTEES:

A. Ways & Means:  Betty Ball is getting addresses of merchants donating gift certificates for the bazaar.

B. Correspondence/Memorial:  We received a donation of $300 from Rinn and Stella Shinn to RSI.

C. Bingo: For the first time since Betty Hughes has been working at bingo we had a negative balance for the month – this is because the large jackpot and 2 small jackpots were won in December.

D. Gift Shop:  In the month of December the Gift Shop made $1,692.68.  The consignors were paid $710.98.  RSI netted $902.64.

E. Thrift Shop:  The Thrift Shop netted $528.30 for the month of December.

F. Publicity:  No report.

G. International Clubs:  The Friday Chinese lunch group had 120 participants last Friday due to the Chinese Opera Singers as the entertainment. There were complaints about the lack of parking.

H. Outreach:  Vivian is still trying to recruit volunteers for her committee.  So far she has one person.  It will be interesting to see how many people use the coupons for membership that were included in the calendar we mailed out.  We need a prepared program that we can present to potential members.  Also could Rockville Reports list what goes on at the senior center each month.  Jill will check on that since she thought that used to happen.

I. Fundraising:  Betty Hughes does not feel that a Bake Sale will generate much money - people don't want to bake and they don't want to buy baked goods.  She would like to run a fun bridge game with coffee and dessert.  People could bring their lunch and we could have it operate from 10am to 2pm.  Another idea would be to sell plants at Easter.  It is difficult to get volunteers to help on the committee.  The center office has a book of volunteers who offered to help for different places.  The Committee chairs could look through the lists and call and see if they can any volunteers from the lists.

J. Volunteers:    No report.

K. Senior Citizens Commission:  The commission worked on the Aging in Place seminar.  Lorraine Schack did an excellent job on the seminar.  It is being televised on Channel 11 - times and dates are in Rockville Reports.  We are working on a home maintenance program for seniors.  They are also investigating other programs including the Homestead Program; Work off Your Taxes and adjusting the appraisal value of your home.  The focus is keeping people in their houses.  There are 10,300+ city residents over the age of 60.  18% are members and 22% are users of the senior center.

OLD BUSINESS:  Pete Sante asked if we had considered selling Lifetime Memberships at the center. This is done at other centers.  We could sell a Lifetime Membership for what it would cost to pay for 5 years or 10 years and then the individual would not have to ever pay for membership again.  We would need to change the name so that it would not be confused with the honorary Lifetime Memberships that are given for free.  The board said that they would consider it.

NEW BUSINESS:  We have run out of space on the Lifetime Membership plaque.  Mary made a motion to purchase another plaque.  Betty Ball seconded the motion.  Motion carried.  Jill will speak with the vendor regarding an additional plaque.  The March meeting has been changed from the 18th to the 11th.

STAFF REPORT: Jill will advertise the Volunteer of the Year in the March newsletter.  There will be a focus group meeting on Febuary 5 regarding the Parks and Recreation Plan.  A consultant will facilitate it.  It will be about how seniors use parks and recreations facilities.  We are selling the excess calendars for $2 each.  There will be a meeting for the gardeners on February 2 at 10:00am.  Some of the members would like to reconfigure the garden, move the water connections to the middle of the garden, rearrange the plots and add a wood chip and compost area.  Parking in the circle has been changed to only the straight areas.  “No Parking At Any Time” signs are up.  Staff who are not seniors are parking in the back parking lot.

The meeting was adjourned at 2:30 p.m.  The next meeting is Tuesday, February 19, 2008 at 1:00 p.m.
