SRB2009-00506 – 301 Broadwood Drive, A Sweet Start Home Daycare
This modification request is to permit a freestanding sign in a residential zone for a home-based day care business. The sign has been erected in front of the fence, facing the house, in the front yard of the applicant's property. The proposed sign will be 15 square feet in sign face area and four feet two inches in height. The applicant's property is located on a corner lot and the sign faces the intersection of Broadwood Drive and Grandin Avenue. The Sign Ordinance permits one sign; freestanding or building, non-illuminated in any manner and 150 square inches in total sign face area. No sign permit is required for this size sign.
Ms. Elizabeth Sweet presented her request. Ms. Sweet stated that she has had her childcare license for over two years and for the first two years; she has had a temporary sign on her property. During hazardous weather, the winds would blow the sign off her property and into the street. In addition, children would take the sign and put it underneath cars in the neighborhood. Ms. Sweet mentioned numerous vehicular accidents that occurred at the intersection directly in front of her property and her sign has helped motorists to pay more attention by slowing down, which keep the children safe in the front yard when they are playing. The school bus drops off and picks up children in front of her house and the children have to cross the crosswalks and are subject to the dangers of speeding motorists.
In response to the Board, Ms. Sweet stated that she was not aware of any complaints of her sign. Ms. Dietrich stated that when a City employee drove in a City car through the neighborhood, a neighbor stopped her in her City car and complained about the sign. That what was prompted her to go out and inspect the sign and that is why she is before the Board this afternoon. Ms. Sweet stated that there are many licensed home daycare businesses in her neighborhood that also have signs.
The Board discussed the size of the proposed sign and whether it is within the intent of the Sign Ordinance.
Mr. Worthing moved, seconded by Mr. Turner to grant the modification to permit the freestanding sign. The motion passed unanimously.

The Board and staff discussed the City's requirements for new Board members.
