SRB2011-00521, 400 Hurley Avenue, Latvian Evangelical Lutheran Church
This modification request is to permit a second freestanding sign on the property of The Latvian Lutheran church. A museum is located in the church and provides the historical and cultural heritage of Latvian Americans. There is an existing freestanding sign on the property identifying the Lutheran Church. The sign code permits one sign not exceeding twenty-four square feet in area for each street frontage. The proposed freestanding sign measures six square feet and three and a half feet in height.
Mr. Vitauts Hazners representing the Church presented the applicant’s request. Mr. Hazners described the proposed freestanding sign as smaller and would be located in front of the church identifying the museum. He noted that the existing freestanding sigh has been on the property since April 1977. Mr. Hazners explained that the proposed sign is a directional sign needed to identify the museum, activities, and the days the museum would be open to the public, by appointment only.
The Board discussed the application regarding size of the proposed sign and location of the museum.
Ms. Goehrung moved, seconded by Mr. Rocca, to approve SRB2011-00521, 400 Hurley Avenue, Latvian Evangelical Lutheran Church as presented. The motion passed unanimously.
SRB2011-00522, 1701 Rockville Pike A-12, My Weight Doctor
This modification is for a building sign that has red and black channel letters and a tag line box sign with black letters and a white background. The total square footage of the sign is eight-six square feet in area. The sign concept for the shopping center is white channel letters. In addition, the total allowable signage for this tenant space is sixty-six and a half square feet in sign fact area. The proposed sign is nineteen and a half square feet larger than permitted. The proposed sign utilizes black and red channel letters and black letters in the tag line box.
Mr. Josh Goldman presented the applicant’s request. Mr. Goldman stated that they are also proposing some window graphics, which he believes is consistent with what exists in the immediate vicinity in the City. Mr. Goldman stated that the applicant would like to utilize their nationally recognized colors of red and black.
Mr. Joe Tremble, with Gable Signs, explained the applicant’s need for the modification.
The Board discussed concerns regarding the proposed colors of the signage; why the Board should grant the applicant an exception; setting a precedent for the shopping center; the building is very visible from Rockville Pike and would not need different colors; and changing the size of the proposed sign, the colors and the size of the lettering. The Board discussed having all white lettering; and increasing the size of the facade sign to be visible from Rockville Pike.
After further discussion, Ms. Hanessian moved, seconded by Ms. Goehrung to approve SRB2011-00522, 1701 Rockville Pike A-12, My Weight Doctor, subject to the sign having “My Weight Doctor” with no tag line.
After further discussion, Ms. Hanessian asked to amend the motion to allow larger sign without tab line. The motion passed unanimously.
Re: Minutes
Mr. Worthing moved, seconded by Ms. Goehrung to approve the minutes of November 17, 2010 as written. The motion passed unanimously.
Mr. Worthing discussed an application in the minutes.
Re: New Business
Ms. Hanessian reported that she received a notice from Rockville Chamber of Commerce saying that they will be meeting with Rockville City staff on January 19, 2011 at 9:00 p.m. at City Hall to begin a dialogue about the City’s Sign Ordinance. She stated that the group would be meeting several times over the next several months. Ms. Dietrich explained the reason for the meetings, which is to bring the Sign Ordinance up-to-date.
