Mr. Worthing introduced Linda Bozzonetti, who is a potential Sign Review Board member. 

Re:  Public Hearings

SRB2011-00523, 130 F2 Rollins Avenue, Get in Shape For Women

This modification request is to permit a building sign that does not meet the current sign concept plan for the property.  The proposed sign is black and purple lettering mounted on the façade of the building.  The sign concept for the property requires that the lettering for the signs be case aluminum letters on cementitious plank panel sign bands and maroon in color.  The sign is compliant in size. 

Ivan Ivovic presented the applicant's request.  Mr. Ivovic described the business as a small franchise.  Lakisha Gaither representing the applicant pointed out that they must have a sign with colors of their logo.  They would lose business without their logo.  Mr. Ivovic stated that the property owner is in support of the color change for this tenant. 

The Board discussed concerns regarding the colors, location of the business, what is the hardship of the applicant if sign is not approved, and the inconsistency of sign colors in the shopping center.

The Board asked if the applicant would agree to a purple colored shape, but that the remaining the colors would have to comply with the sign concept plan.  Mr. Ivovic called the property owner for his opinion.

After further discussion regarding the colors, Mr. Worthing moved, seconded by Ms. Goehrung to approve SRB2011-00523, 130 F2 Rollins Avenue, Get in Shape For Women subject to a condition that all letters and logo must be maroon with a white background.  The motion passed on a vote of 3-0. 

SRB2011-00524, 1488B Rockville Pike, Yetka Restaurant

This modification is for two building signs that do not meet the current sign concept for color and type of sign n the shopping center.  The proposed signs are a combination of channel letters and a small box sign underneath.  The channel letters are yellow and the box sign has white letters on a red background.  The sign concept for the shopping center requires box signs with frames constructed of Bronze Duronotic metal and white letters on a brown background. 

The applicant's representatives explained that the applicant has been in business for 37 years.  When he purchased the restaurant, it was very small and during the years, he has made the restaurant very pleasant and also has a grocery store.  The applicant has expanded his restaurant.  The restaurant is located in the corner space of the shopping center. 

Ms. Goehrung asked to see color pictures of both signs.  It was noted that the sign for the grocery store does comply with the sign concept plan.  The representatives stated that the applicant would like to establish a distinction between the restaurant and the grocery store.  

The Board discussed concerns regarding the colors and the location of the signs.

After further discussion, Ms. Hanessian moved, seconded by Goehrung to approve SRB2011-00524, 1488B Rockville Pike, Yetka Restaurant as submitted.  The motion passed on a vote of 3-0. 

Re:  Minutes

Mr. Worthing moved, seconded by Ms. Hanessian to approve the minutes of December 29, 2010 as submitted.  The motion passed unanimously. 

Re:  New Business

Mr. Mellander briefed the Board on the Rockville Pike Form-Based Code, the Chamber of Commerce meeting with staff regarding new Sign Regulations, and concerns of property owners regarding sign requirements.
