PUBLIC HEARING
SRB2012-00535 – 587 Hungerford Drive, Popeye's Louisiana Kitchen
This modification request is to permit two signs to be erected on the business within the City Center shopping center. The signs do not comply with the shopping center’s sign new concept plan which requires box signs with a blue background and white letters. The applicant is requesting white channel letter with red returns and a tag line box sign below the channel letters with a red background and white letters. The current tenant signs in the shopping center have red backgrounds with white letters, per an agreement with the owner; all tenant signs will be replaced with blue background, white letter signs by December 31, 2011 to match the newly erected freestanding sign for the shopping center. The freestanding sign listing all the tenants was approved at the June 22, 2011 Sign Review Board Hearing.
The applicant is proposing two signs to be erected on the front and side walls of the business. Popeye’s Louisiana Kitchen is a nationally recognized business and the applicant believes that the sign is a key part of the image of the restaurant. Both of the proposed signs are in compliance in respect to the sign size and the owner/agent of the property has given their approval of the signs.
Ms. Hanessian recused herself from the vote because she owns and operates a business in the shopping center.
Ms. Goehrung opened the floor for discussion.
Ms. Bozzonetti states that she has an issue with Popeyes being part of a strip center and not a free standing building.
Ms. Goehrung comments on the color of the Popeyes signage and feels that Popeyes will help draw more traffic into the shopping center.
David Wallace, construction manager for Popeye's, presents the applicant’s request and describes the Popeyes signage in detail. He goes on to say that he received permission from the landlord to use the trademarked Popeyes color, which is red and not the blue with white letters used by the landlord.
Ms. Bozzonetti moved, seconded by Ms. Goehrung to grant the sign for SRB2012-00535 – 587 Hungerford Drive, Popeye’s Louisiana Kitchen. Motion carried.
Ms. Goehrung asks Mr. Wallace for his view on the City’s permitting process.
Mr. Wallace responded that it took less than two weeks to get approved and was pleased with the process.
Ms. Goehrung asks both Mr. Wallace and the owner, Mansoor Awan, about the build-out timeframe.
Mr. Awan says he hopes to open the restaurant before Christmas and Mr. Wallace agrees. Mr. Awan then proceeds to ask the Board if his signage in the pylon has to remain blue.
Ms. Dietrich says that the free standing sign has to be blue with white letters like the other tenants in the shopping center. Both Ms. Goehrung and Bozzonetti agree.
Ms. Bozzonetti suggests putting up a sign to notify the public that Popeye’s will be coming soon.
Ms. Dietrich suggests that Popeyes apply for a one-time, 60 day permit for a thirty-two (32) square foot "Coming Soon" or "Grand Opening" banner. She says this permit will not allow balloons or pennants. Ms. Dietrich also proposes Mr. Awan place a sign inside the window of the restaurant (as long as it doesn’t cover the entire window) if he did not want to pay for the 60 day permit.
MINUTES
Ms. Hanessian moved, seconded by Ms. Goehrung to approve the minutes of September 7, 2011 with the noted corrections.
NEW BUSINESS
The Board and Staff discuss and agree to hold future Sign Review Board meetings at 9:00 a.m., every six weeks, in the designated conference room in City Hall.
The Board and Staff agree to hold the next meeting on December 1, 2011 at 2:00 p.m.
The Board and Staff agree that if no applications are received by the predetermined deadline there will be no Sign Review Board meeting.
