1. Review of Division Report

Larry Marcus presented the monthly traffic and transportation division report highlighting a number of projects including pedestrian safety initiatives and traffic calming projects.

2. Minutes of Previous Meeting

The commission approved the minutes of the January, 2003 meeting.

3. Town Center Traffic Study Discussion

Larry Marcus presented an overview on the work that the division has been coordinating for the town center traffic study.  He reviewed some of the performance measures being used for pedestrian safety in the town center.  Commissioner Crane suggested including poor sight-distances in the poor category for intersection safety.

4. Supplemental Warrants for Pedestrian Safety Devices

Commissioner Klein presented a draft warrant document for pedestrian safety devices based on the data compiled by Emad Elshafei and presented at last month’s meeting.  Staff will review the warrants and refine the thresholds compiled by commissioner Klein.

5. Review of Pedestrian Policy

A revised copy of the revised pedestrian policy with edits from the commission was distributed for comment.  The purpose and background section of the document revised by commissioner Gonnella was distributed to the group for review.  Commissioner Gonnella will compile the edits and send out the document to the group.  The commission will have final edits at the next meeting.

6. Transit Adequacy Guideline

Commissioner Klein distributed a revised transit adequacy guideline.  There was a discussion of some inconsistencies within the document.  Further discussion is required regarding the purpose of the document and some of the internal inconsistencies.

7. Other Business

Commissioner Oberg raised traffic concerns about the proposal to create a performing arts center at the King Farm farmstead.  The commission will stay informed about the issue and other proposals for the site.

The issue of snow clearance from pedestrian facilities and enforcement of requirements to clear sidewalks was brought up.  There was some frustration at the lack of enforcement.

The meeting was adjourned at 10:00 p.m.
