1. Review of Division Report
The commissioners reviewed the monthly traffic and transportation division report. Staff provided answers to some questions such as how the pedestrian advance feature works at the four signalized intersections on N. Washington Street.
2. March Meeting Minutes
The commissioners will review the March 2003 meeting minutes next month.
3. Budget Review
Mr. Elshafei distributed the proposed Transportation CIPs for FY2004. Several points were discussed and they include:
1. The commissioners suggested that p.265 of the document should include all the CIP's that were removed, completed or transferred since last year such as: Detention Center Access, Park Road/Stonestreet Ave., Ritchie Parkway, and Utility Relocation.
2. Commissioner Levine requested information about the deletion of the "Wootton Parkway Widening" project, and the commission will prepare a memo to the M&C to express concerns about this issue. The feeling is that the M&C should have asked staff to study the consequences of deleting this project, such as its impact on accessibility.
3. The commissioners expressed concerns about the reduction of funds available in FY04 for the Concrete Improvement CIP ($750K in FY04 compared to $950K in FY03). It is also shown that the estimated expenses in FY03 is about $1.4M, which suggests that the available money in FY 04 is about half what might be actually needed. Similar concerns were expressed for the Asphalt Maintenance CIP, as the estimated expenses in FY03 is about $942K, and the available money in FY 04 is $892K.
4. In reference to the Asphalt Maintenance CIP, the commission inquired about the criteria upon which roads are selected for resurfacing. Is there a "road asset management model" the city uses for this determination? Or it is only a 10-year cycle? The commission suggests a program to monitor the performance of the asphalt on all streets and thus to determine which roads need resurfacing and how much money is needed to do the work.
5. The commission will prepare a memo to the M & C expressing their concerns about the funds available for Asphalt and Concrete CIPs, the need to put money in the Noise Studies CIP, and the memo will include a positive note about the increase of funds for the Pedestrian Safety CIP.

6. Discussion of Chair Rotation (for June)
It is commissioner Resnick’s turn to chair the commission. This action will be confirmed during the next meeting.
