1.  July Meeting Minutes

The commissioners reviewed the July 2003 meeting minutes.  Correction to be made: remove “Bell” from Alice Filemyr’s last name.

Chairman Resnick requested that staff provide minutes from the March and April meetings for presentation at next month’s meeting for approval.


2.  Review of Division Report

The Division Report was presented for review.  The following topics were discussed:
Chairman Resnick requested an update on the N. Horners Lane Traffic Calming project:  the residents approved the concept plan on September 16, 2003.  The project consists of installing medians in the middle of the road to slow traffic and to serve as refuge islands for pedestrians.
Mr. Elshafei explained how to perform a “before and after” study to assess the performance of the illuminated crosswalk.
Commissioners Crane and Klein had a few comments about the intersection of MD 355 and Halpine Road and had a couple of suggestions to improve pedestrian safety at the intersection.  The suggestions will be sent to Montgomery County DPW which operates and maintains this intersection.

3.  Town Center Update

Staff distributed two memos in reference to the recommendations for “Town Square Preliminary Development Plan Application”.  One of memo was prepared by the Traffic and Transportation Commission and sent to the Planning Commission, and the other memo was prepared by the Traffic and Transportation Division and sent to the Director of Community Planning & Development Services.  At this time, there is no new update in reference to this project.

Chairman Resnick mentioned that he was contacted by the City Clerk’s office to look into the streetscape north of Beall Avenue.

4.  Bikeway Master Plan

Ms. Tiarks informed the commissioners that the final comments on the bikeway master plan would be accepted until September 30, 2003.  The commission approved the comments handed by commissioner Bell in reference to bicycle and pedestrian connectivity and their safety while crossing major roads.

5.  Review of Adequate Public Facilities Ordinance with Planning Department

Ms. Tiarks handed out copies of a draft of the Adequate Public Facilities Standards and provided an overview of the APFO.  She also provided the commissioners with the dates scheduled for the Mayor and Council review of the policy and the planning commission review, as well as the dates scheduled for the public hearing and last date to accept public comments.  The commissioners will review the handouts and will discuss during the next meeting.  They will also prepare comments for the planning commissions.

6.  Red-Light Camera Information

Mr. Elshafei distributed information about the number of monthly red light camera citations issued at each of the five locations currently operated by the City.

7.  Adopted CIP

Mr. Elshafei distributed a copy of the adopted Capital Improvement Program (CIP) projects and briefly explained that several transportation projects were combined into one major CIP under the name of “Pedestrian Safety/Traffic Improvement”

8.  Adjournment

The meeting was adjourned at 8:45 p.m.
