MINUTES

CITY OF ROCKVILLE
 TRAFFIC AND TRANSPORTATION COMMISSION

Fallsgrove Multimodal Center (RRTC)
 Meeting No. 11-03
 November 24, 2003
 7:30 p.m.


Commissioners Present: 
Richard Resnick, Chairman
Elizabeth Crane
Stanley Klein

City Staff:   Larry Marcus, Katherine Kelly

Due to the lack of a quorum, an official meeting was not held.  However, the following items were discussed:

1.  Review of Minutes and Staff Report

The commissioners reviewed the monthly traffic and transportation division report.  Mr. Marcus pointed out highlights such as LED pedestrian signal heads and an illuminated crosswalk near Twinbrook Metro. 

2.  Phase II Town Center Advisory Committee

Chair Resnick has been appointed as a member of the Town Center Advisory Committee.  He shared with the group an update on Phase II of Town Center redevelopment options.

3.  Review of CTR

Committee members had the following comments on the current CTR draft:

  1. In the "credit" section (III.E.), explain more clearly credit for what.  In other words, clarify that the credits are counted against trips generated.
  2. Commissioner Klein suggested one option for mitigation is for TDM funds be used to subsidize bus routes with low ridership.  Rationale is that some bus routes have low ridership but service critically important locations.  Sometimes routes get cancelled due to low ridership.  He cited an example of a Ride-On route cancelled a few years ago due to low ridership but it serviced an area that was underserved by any other transit option, and was used by commuters.
  3. In the "Bike Master Plan Highlights" attachment, explain BLOS factors. 
  4. Clarify "Pass-by" trips and "generation reduction" by pass-by trips 
  5. Clarify TDM fund uses and relate to trip reductions
  6. Review the multimodal study areas.

Mr. Marcus clarified that comments from the T&T Commission may be incorporated into the next CTR draft or added as an attachment, to be separate from T&T Division comments.

4. Review Final Comments on APFO 

Commissioners expressed concern that some of their comments on the APFO were not addressed at recent Planning Commission meetings.

Chair Resnick will re-email comments to the Planning Commission and to the Mayor and Council. 

5. Additional Items

Commissioners expressed concern about the following Citywide transportation issues:

  • There is no sidewalk on either side of Thompson Ave., between Twinbrook and Bouic.
  • One commissioner suggested puppy tracks at Redland Blvd. and Frederick (MD 355).
  • Commissioner Oberg requested staff to check the feasibility of stop signs along Grand Champion Ave.
  • Commissioners requested a copy of an accident report near St. Mary’s, on Veirs Mill Rd.

6. Next Meeting:  December 16.

7. Adjournment

The meeting was adjourned at 9:40 p.m.
