MINUTES

Department of Public Works Conference Room
Meeting No. 06-04
July 27, 2004, 7:30 p.m.

City Staff: Katherine Kelly  

Due to the lack of a quorum, an official meeting was not held.  However, the following items were discussed:

1. Review and Approve Minutes

No suggested changes.

2. Review of Staff Report

No comments. 

1. Staff Updates: CTR, Intersection Safety Letter to Mayor & Council and SHA

Staff reported that the CTR will go before the Mayor & Council for final approval on Aug. 2nd.

The letter to Mayor & Council from the Commission regarding intersection safety was delivered.  Also, staff is sending a letter to SHA regarding intersection improvements at those intersections rated “poor”.

Commissioner Oberg mentioned that he met with two SHA representatives recently regarding the intersections of King Farm Blvd./MD355 and Redland Blvd./MD355.  In addition to the T&T Commission’s efforts to improve these intersections, the King Farm Traffic Committee will also continue to contact SHA for improvement requests.

2. Collision Reconstruction Reports

Chair Resnick had prepared a final draft memo regarding the Commission’s obtaining Collision Reconstruction Reports.  There were no suggested changes by those present.  The memo will be presented to the Commission next month for final approval before sending to the Mayor & Council.

5. Street Light Maintenance

As follow-up from last month’s meeting, Ms. Kelly reported that she had talked with the City’s Legal Department as well as the City Manager’s office regarding staff research into City control of street light power sources.  Both suggested that the T&T Commission write a memo to Mayor & Council if they feel that this is something they want the City to pursue.  The concern from Legal and City Manager’s office was the amount of staff time required to research and implement the change.

Commissioners present agreed that this should be discussed at the next T&T meeting.

6. Town Center Update

Staff presented a packet of information regarding Phase II of Town Center redevelopment. 

Also, staff and commissioners discussed outreach strategies for traffic calming due to Town Center redevelopment.  Staff presented a template project schedule and stated that the outreach strategies and implementations would apply Citywide.

7. Miscellaneous

It was agreed that there should be a stipulation for Commissioners to advise City staff whether or not they plan to attend T&T meetings, with a deadline of 10:00 a.m. the morning of the scheduled meeting. 

Commissioners requested a GIS map and listing of accident locations throughout the City for the next meeting.

Commissioners requested a report on the final status of pedestrian access into Town Center.  Specifically, they referenced the following from a memo sent to Mayor & Council: 

“Similarly, the Commission believes that the pedestrian access point into Town Center from North Washington Street, as presently proposed, is not pedestrian friendly.  The PDP has pedestrians from the West End walking between two parking lots to enter the Town Center.  Again, the Commission believes that this is not conducive to making pedestrians feel safe enough to leave their cars at home and walk or bicycle to the Town Center.  The Commission recommends that this access point also be redesigned to separate it from the parking lots on either side so that pedestrians do not have to compete with cars trying to find parking.”

Adjournment: The meeting was adjourned at 9:00 p.m.
