1. Review and Approve Minutes

Notes from the December 2004 meeting were approved. Motion: Comm. Filemyr, second Amy Roselle.

2. Review of Staff Report and Updates

A. Mr. Marcus provided a brief overview of the transportation projects active over the past month.

B. Mr. Marcus updated the Commission on the results of the Town Center Traffic Calming meetings that occurred in December, representing the College Gardens and Woodley Gardens area.

C. Mr. Marcus introduced the topic of the West End Traffic Calming / Pedestrian Safety Report to the Commissioners. He also recognized approximately 20 West End residents in the audience, including WECA President Bridget Newton and WECA Traffic Committee Chair Thomas Weko. Mr. Marcus said that WECA was in attendance and wished to speak about the stop sign requests in the report. Ms. Newton stated that WECA would like to withdraw the request for the stops signs and diversion plan at that time to allow WECA to reassess its options. Ms. Newton asked the Commission not to comment on the stop sign warrant issue. The Commissioners, after some discussion on the topic, agreed to table the item. 

D. Discussion of the Noise Study was tabled by the Commission.

3. Twinbrook Commons

Mr. Marcus distributed a draft list of transportation mitigation for the Twinbrook Commons development application for review / comment by the Commission. After a productive discussion on competing values, the Commission recommended that City staff prioritize pedestrian improvements over roadway capacity improvements, and to pursue the construction of a pedestrian overpass over MD 355 at Halpine Road. The Commissioners agreed to write a letter to the Mayor & Council stating these priorities.

Other issues discussed included concern over cut-through traffic to Montrose Road and within the Twinbrook community, bicycle access, transit access, and traffic congestion on Rollins Avenue.

The remaining items on the agenda were tabled due to the lateness of the hour.
