1. Development Status Update: Meet with 1711 Research Blvd.  Applicants per CTR Requirements

a. Todd Brown, Linowes and Blocher LLP, Steven Dower of Moore and Associates, and Ed Papazian of Kimley-Horn and Associates, presented an overview of a proposed development at 1711 Research Blvd.

b. Commissioners inquired about the location of a required traffic signal with the development and requested that signal operations be optimized with lane use changes.

c. Chair Resnick asked if the City had approved the signal and if it was warranted.  Staff stated that it was approved and warranted.

d. Commissioner Oberg inquired about pedestrian and bicycle access on-and off-site.  Based on CTR requirements, the developer will be required to implement sidewalk and bicycle facilities on the site frontage.

e. Commissioner Oberg asked what fee will be charged to employees for parking.  The applicant stated $0.  The applicant stated that at this time, charging parking fees would deter tenancy, which is a primary reason the project has been delayed since 2000.

2. Approval of Minutes

a. Minutes from the January 2005 meeting were approved with no changes.

b. Minutes from the April 2005 meeting were approved with no changes.

c. There are no minutes from May 2005, as Commissioners attended the May 24 Town Center Traffic Calming Process Workshop in lieu of an official Traffic & Transportation Commission meeting.

3. Nomination of Chairperson

a. Commissioners nominated Jon Oberg as their choice for new Chairperson.

4. Staff Report and Updates (Weekly)

a. Commissioner Rosselle expressed support for staff’s work with Ride-On at Fallsgrove.

b. Some Commissioners requested that the weekly be sent to them every week again via email.  They also requested an additional column with more information (addresses of development review projects, and two-sentence descriptions for other projects, e.g.).

c. Commissioners expressed concern about the request for diversion at Argyle and Monroe.  They requested that a copy of staff’s response to petitioners be included in next month’s agenda items packet.

d. The status of the APFO should be updated. 

5. Town Center Traffic Calming Measures/May 24 Workshop Follow-Up

a. There were conflicting opinions about the way in which the moderator of the workshop emphasized to the audience the role of Traffic & Transportation Commission.  Some Commissioners expressed concern that the moderator placed too much emphasis on the Traffic & Transportation Commission’s role in determining “final” traffic calming measures for each neighborhood.  Others said they understood that this was the role of the Commission as discussed during Commission meetings for the past year.

b. Attachment A outlines the traffic calming requests/recommendations from steering committees and workshop participants, with comments from the Traffic and Transportation Commission.

c. It was agreed that the items in Attachment A will be prioritized by Traffic and Transportation Commissioners at next month’s meeting.  Staff will provide cost estimates and surrounding land use data. 

6. Adequate Public Facilities Ordinance

a. Chair Resnick will email notes that he took during the June 20 Mayor & Council discussion about the proposed APFO. 

7. TDM Programs for Twinbrook Commons and Town Square

a. Staff shared a draft of the Twinbrook Commons Trip Reduction Agreement.  Commissioners will send comments via email.

b. Commissioner Oberg will draft a memo to the City Manager regarding TDM programs.

8. Shady Grove/Darnestown Road Connector

a. Staff shared engineering details for a connector at Shady Grove/Darnestown Rd./Wootton Pkwy.  This is an off-site improvement related to the Fallsgrove development and the City is working with Montgomery County to conduct further public outreach (a meeting was held March 31, 2005 and another is scheduled for July 20).  Staff stated that an FYI packet being prepared for the Mayor & Council will also be sent to Traffic and Transportation Commissioners.

b. There was consensus among Commissioners that they disapprove of the project.  Commissioner Levine will draft a memo to Mayor and Council.
