1. Development Status Update: Meet with Chestnut Lodge Applicants  (Courtesy Review)

a. Jodi Kline, Miller, Miller, & Canby; Sue Lee-Cho, Miller, Miller & Canby; Craig Hedberg, ITS; and Morton Levine, Chase Communities presented an overview of a proposed Chestnut Lodge development.  The scope of the project, traffic generations and impacts, historic district issues, and proposed mitigations were presented.
b. Chair Oberg inquired if the applicant had worked with the West End community.  Mr. Levine stated that the applicant has worked “extensively” with the community and that the project is very well supported.
c. Commissioners inquired about access to Julius West MS.  Mr. Levine pointed out a route to the school from the site via Autumn Wind Way.
d. Commissioner Filemyr inquired if a sidewalk could be incorporated from the site to Thomas St., where an emergency access point was originally proposed.  The applicant stated that they would review the idea, but since there is a sidewalk leading to Thomas St. not far from this site, it may not be warranted.

2. Joint Meeting with Environment Commission re: Comprehensive Transportation Noise Policy (CNTP)


a. Staff presented a brief overview of a draft CNTP, noting that it
applies to new road construction projects and road reconstruction projects.  The draft does not include provisions for mitigation of existing impacted areas.
b. Residents from the Glen Mill community who attended the meeting
as guests expressed frustration with traffic and truck noise along Darnestown Rd.  They also inquired about enforcement to restrict trucks along Darnestown Rd. and near Windy Knoll Court.
c. Commissioners commented that they had written a memo a few years
ago requesting that trucks using Darnestown Rd. to access the quarry be restricted from Darnestown and re-routed  to Shady Grove Rd. (via signage).  They requested that staff try to find the memo.
d. Residents of Wootton Pkwy./Glen Mill area asked what could be
done to reduce noise.  Commissioner Levine stated that, if there are any regulations to restrict noise along the County-owned portion of Darnestown, the Commission is not aware of them.
e. Commissioners and residents discussed re-routing trucks from
Darnestown Rd. and the rest of MD28 to Shady Grove Rd.  Gerry Leighton, member of the Environment Commission and resident of the College Gardens neighborhood near Gude Dr. expressed concern that shifting trucks off ofMD28 to Shady Grove Rd. and/or Gude Dr. impacts his neighborhood.
f. Residents inquired about the proposed berms at King Farm and
Fallsgrove that were not implemented, and questioned what the Traffic & Transportation Commission had done to monitor the development.  Commissioners reinforced that they are an advisory group and do not have the authority to enforce development plans.
g. It was agreed that the Environment Commission would submit
comments on the proposed CNTP by mid-August. 
h. Commissioners pointed out that it would be helpful to further
clarify what is meant by “development” (i.e.,  public, private, commercial, retail, residential, etc…) as well as “redevelopment” (i.e., road widening, etc.)
i. Commissioners inquired if the City could establish a CIP to pay a
percentage of mitigations for noise-impacted areas. Could a Citywide fund be created?
j. Commissioners stated that they do not agree with the language
which states that noise is not a safety issue, but rather a nuisance.  They feel that Mayor and Council goals to create a healthy, sustainable environment includes addressing noise.
k. Commissioners agreed that trucks seem to be the primary i
nstigators of noise and questioned whether trucks should be banned in certain areas, and if so, how does this affect the movement of goods.
l. It was agreed that there would be another joint meeting of the
Environment Commission and the Traffic & Transportation Commission to discuss the proposed policy.  A timeline of one year to develop the policy was discussed.

 3. Chairperson Remarks and Approve Minutes of June 2005
 

a. Chair Oberg expressed that as Chair his goals include following up on previous Traffic & Transportation Commission recommendations and to coordinate with other Commissions.
b. Minutes of June 2005 were approved with minor changes.

4. Staff Report and Updates (Weekly)

a. Commissioners inquired whether or not the memo they submitted to Mayor and Council last year had any influence on street light improvements, as highlighted in the weekly. 
b. Commissioners stated concern that the new format does not provide
as much information as the previous version (staff assigned to certain projects, not all projects are listed, ).

 5. Town Center Traffic Calming Measures/May 24 Workshop Follow-Up

a. A revised spreadsheet is attached.  Primary changes include:

    • #16: will remain on the list.
    • #36:  Check policy to implement one flashing beacon per year (policy was written the year one was installed at Meadow Hall ES). 
    • #59: Provide updates on the design and alignment of the path. 
    • #64: Reword to say “may” rather than “does”, remove second sentence, and begin third sentence with “may serve as…”  Add a sentence at the end that “…it may divert traffic from Park Rd.”.

6. TDM Strategic Plan

a. Chair Oberg expressed that TDM measures that provide behavioral change incentives work well (i.e., reducing number of cars one has, using alternative modes, etc.). 
b. Commissioners agreed to review and provide comment on the draft
plan. 

7. Additional Items for Discussion

a. Commissioner Rosselle presented a request from a retailer to limit parking on Gaither and Redland Roads.  Commissioners agreed there would be no action from the Commission on this request.
b. The Darnestown/Wootton/Shady Grove spur meeting was discussed (a
general overview of the meeting by Chair Oberg).
c. Chair Oberg mentioned the proposed Crown Farm development in
Gaithersburg, and that it may impact traffic in Rockville.
d. Commissioners agreed to have an August meeting.
e. Staff agreed to provide a copy of the City’s “relaxed” warrants
for traffic
