1. Review and Approve Minutes a. November 2005 minutes were approved with modifications.
2. Staff Report and Updates (Weekly) a. Commissioner Resnick inquired about a dedicated lane from N. Farm Lane onto Montrose Rd., part of the Montrose Rd. redevelopment. He expressed concern that this configuration would create an unsafe condition, as vehicles accessing this lane to reach I-270 would have little time to merge with traffic from Tower Oaks Blvd. He asked staff to receive clarification from Montgomery County and if the City was giving up land (i.e., via an easement). b. Commissioner Klein inquired if there is a rate at which street lights in the City are converted from mercury vapor to HPS, and does the City pay for the upgrade? c. Commissioner Resnick inquired if there is a reason the glass is frosted on the new streetlights, as it seems to diminish brightness (rather than as a mechanism to buffer glare onto adjacent residences). d. Chair Oberg inquired about pedestrian safety requests submitted to SHA more than a year ago. Staff relayed that a letter is being drafted to be sent to SHA inquiring about these projects, and that the City Manager and Director of Public Works are trying to schedule a meeting with SHA Administrator.
3. Development Status Updates a. Staff provided an update on active development projects in the City. b. Chair Oberg inquired about the status of Maryland Motors. Ms. Kelly relayed that the applicant is revising plans and will likely come to the T&T Commission in January or February 2006.
4. Comprehensive Transportation Noise Policy (CTNP) Draft a. Ms. Kelly shared a revised version of the CTNP, based on comments from the Environment Commission. b. Chair Oberg asked about inclusion of gratuitous noise. Ms. Kelly relayed that this is more of an enforcement issue and should not be included as a development condition. c. Commissioner Asebe inquired about the increased frequency of transit systems over time, such as Metro running more trains and the CCT coming online. d. Mr. Walker suggested adding a footnote with the definition of dBA. e. Commissioner Resnick inquired about how to handle noise measurements, and what is the baseline for determining impacts. Ms. Kelly stated that the noise levels determined in the 2004 Noise study are the baseline noise levels. f. Commissioner Rosselle suggested that the City set a timeline for Citywide noise studies every so often, such as every 10 years. g. Commissioner Klein suggested that the “Noise Abatement” section be an attachment rather than in the body of the policy. h. Commissioners suggested changing “road construction” to “transportation construction.”
5. Transportation Demand Management Strategic Plan Draft a. Ms. Kelly presented a revised draft of the TDM Strategic Plan. b. Mr. Walker suggested adding language to ensure that areas annexed into the City automatically become subject to the provisions of a Transportation Management District. c. Commissioner Klein suggested that the plan include some way of assessing the volume of vehicles entering and leaving a site during peak hours and charging them (like a congestion pricing zone), to encourage not driving during the peak hours. d. Chair Oberg stated that this could be done not as a charge but as an incentive, whereby the City would reward employers who spread their peak hours.
6. Zoning Revisions Update a. Ms. Kelly provided an update on the Zoning code revisions process. Commissioners stated that they were interested to review white papers at the appropriate times.
7. Update on Twinbrook Neighborhood Plan a. Ms. Kelly provided an update on the Metro Performance District concept. b. Commissioners inquired if there will be 24-hour access to Metro. c. Chair Oberg inquired about school children who live at Twinbrook Commons, and how they will be brought to school. Ms. Kelly relayed that staff has required sidewalks which lead to activity centers, including Twinbrook ES, and that there is public outreach being conducted for potentially-affected property owners. d. Mr. Chan provided a summary of the Federal Transportation Infrastructure Committee’s Highway Entitlement Program, and how Safe Routes to School may receive additional funding in the future per this program.
8. CIP Preparations a. T&T Staff will send a draft CIP via email for Commissioners’ comments on Dec. 23.
