1. Announcements, Public Comments: Commissioner Resnick welcomed the two guests from the Community Planning & Development Services Department: Mrs. Mayra Bayonet, Long Range Planning Division, and Mr. Deane Mellander, Planning Division.
2. Overview of Zoning Code Update / Transportation Issues Mr. Mellander presented this item and spoke about parking regulations, landscaping requirements, and sidewalks. During the presentation, Mr. Mellander answered questions from Commissioners Klein and Resnick in reference to pedestrian movement in parking lots, sight blockage issues, and snow removal. Mr. Mellander pointed out that these issues were more design related and should be addressed during the design phase. Commissioner Levine asked about incorporating the noise factor in the Zoning Code. Mr. Mellandar explained that the noise is regulated by the County Health Department. Mr. Elshafei informed the Commissioners that a noise study was recently completed and would be presented to the Mayor and Council on May 1, 2006. Mr. Mellander concluded the presentation by providing information about the next steps, such as the adoption process, which is scheduled for 2007.
3. Rockville Pike Corridor Plan Update Mrs. Mayra Bayonet presented this item and explained that the City was just starting the process of updating the Rockville Pike Corridor Plan. At this time staff is in the outreach phase and would be meeting with community leaders to hear their concerns, comments and suggestions. Mrs. Bayonet presented the boundaries of the study. Commissioner Klein expressed his hope that SHA would be more receptive to city requests to improve pedestrian safety along Rockville Pike.
4. Review March 2006 Meeting Minutes Minutes were approved with minor modifications.
5. Staff Report and Updates a. Commissioner Filemyr inquired about the status and timeline of the new traffic signal at Veirs Mill and Broadwood. Staff relayed that a meeting would be held in May with SHA to discuss some issues, and a schedule for this project would be requested from SHA.
6. Development Review Updates a. Staff asked if the Commission would like to have any additional information about the development review in addition to the information listed under the Development Review Section in the Weekly. Commissioner Resnick requested that dates of Planning Commission Review to be added as well as other important dates to indicate the stage where the review is in the process. Staff will work with the Planning Division to include this information. b. Commissioner Resnick inquired about the COPT development if the developer filed for a permit. Staff checked on the status of this project, and it was found that no application has been filed.
7. Discussion on Mayor and Council Budget and CIP Items a. Staff shared information about CIP removed from the budget in FY07. b. Commissioners noted their concern about the decline in funds available for Asphalt and Concrete Maintenance in future years. c. Commissioner Rosselle questioned the need of a traffic signal at Wootton/Glenn Mill listed under the Traffic Controls CIP. d. Commissioners agreed to write a memo to the Mayor and Council expressing those issues.
