1. Review March 2007 Meeting Minutes

The March 2007 meeting minutes were reviewed.  Due to lack of a quorum, the minutes were not officially approved at this meeting.

2. Development Review Update

Mr. Tannir provided updates on various development projects:

a. Montgomery College -- Mr. Tannir stated that the City is requesting that SHA investigate pedestrian enhancements for crossing MD355 at Mannakee.  Mr. Thomas inquired why the City would encourage pedestrians to cross here.  Commissioner Crane noted that students likely cross here to go to the eating establishments across MD355. Mr. Tannir added that  the City wants to make the crossing safer for pedestrians.

b. Commerce Bank – Mr. Tannir explained that the City is advocating that access points be reduced from two to one on MD355 and from two to one on Twinbrook Parkway.  Access on MD355 has to be coordinated and approved by SHA.

c. Research Blvd. Branch Bank – Mr. Tannir shared details of the development and explained that the City is considering payment for mitigations at MD28/Research Blvd. and Gude Dr./Research Blvd. 

3. Staff Report and Updates (Weekly)

a. There was discussion regarding a RFP being developed for bus shelters. 

i. Commissioner Klein suggested that there provision for electronic information modules in the future. 
ii. Commissioner Crane suggested provision for mud protection (front panels) at the front of the shelter. 
iii. Commissioner Thomas suggested provision for solar panels.

b. Commissioner Crane inquired about the Town Center Shuttle.  Ms. Kelly provided an update.

c. Commissioner Thomas expressed dissatisfaction with the lack of a pre-warning for the new Stop sign at the intersection of Lewis and Rockland Avenues.  Mr. Tannir explained that the an engineering study was done and determined that Stop sign was appropriate according to MUTCD guidelines and was implemented to allocate right-of-way and provide for safe pedestrian crossing.  Mr. Tannir added that a petition to implement traffic calming with signatures of 10 residents or 50 % of the effected residents (whichever is less) may be submitted to the City for review and analysis.

4. Update on Permit Parking for the 300 Block of King Farm Boulevard

a. Ms. Kelly noted that a petition for permit parking on the 300 block of King Farm Blvd. has been submitted and there will be a public comment period for this item at next month’s Commission meeting.

5. Additional Items for Discussion

a. Chair Oberg expressed that the Commission would like to review Montgomery County's accident reconstruction reports of traffic fatalities in Rockville (vehicular, pedestrian, and bicycle) from 2004 forward.  He agreed to draft a memo requesting that the appropriate City Department (Police) coordinate with the Montgomery County accident reconstruction unit to obtain copies of the reports.  He reiterated that the reports may help the Commission in determining suggested improvements for pedestrian, bicycle, and driver facilities.
