1. Announcements and Public Comment Period a. Chair Oberg announced that his chairmanship will expire this month and requested that Ms. Sanders obtain a list of the term dates for all commissioners.
2. Permit Parking Submission: 300 King Farm Boulevard a. Chair Oberg outlined the process to approve or disapprove permit parking requests. He asked City staff if all legal requirements for a public hearing had been met. Staff affirmed and the chair opened the public hearing. b. There was discussion about the permit parking request for the north side of the 300 block of King Farm Boulevard. Mr. Tannir stated that two written testimonies were received by the City, but the comments advocated permit parking on the south side of the 300 block of King Farm Boulevard, not the north side. Chair Oberg stated that the Commission had an obligation to act on the north side of the 300 block of King Farm Boulevard, as this was the subject for the public hearing. Commissioner Resnick requested that Mr. Tannir notify the two residents that submitted written testimony for the south side of the 300 block of King Farm Boulevard that the Commission does not have jurisdiction to hear their requests without a petition. Chair Oberg inquired if the businesses were notified of the permit parking request for the north side of King Farm Boulevard. Mr. Tannir stated that the businesses were notified. Commissioner Filemyr inquired if property owners were notified of the permit parking request for the north side of King Farm Boulevard. Mr. Tannir stated that property owners were notified.
c. Chair Oberg closed the public hearing. d. Commissioner Resnick moved to establish permit parking on the north side of the 300 block of King Farm Boulevard as petitioned. The motion received multiple seconds. The motion was approved by a vote of 7 in favor, 1 opposed.
3. Review May 2007 Meeting Minutes The May meeting minutes were approved with minor changes.
4. Update on MD28/586/911 Improvements a. Mr. Elshafei briefed the commission on his June 18, 2007 presentation to Mayor and Council on the MD28/586/911 improvements. b. Commissioner Thomas requested that the City keep in mind access to the apartments planned for the southwest corner of MD28/586/911 when recommending the option of applying Transportation Systems Management (TSM) measures and pedestrian safety measures to the intersection.
5. Staff Report and Updates (Weekly) a. Commissioners reviewed the weekly staff report. b. In reference to the Argyle Traffic Diversion Project, Chair Oberg inquired if the City uses “Local Traffic Only” signs. Mr. Elshafei replied that the City has not used this sign but is considering whether to use it in the future. c. Commissioner Resnick inquired whether the City uses speed-activated stoplights. Mr. Elshafei replied that the City does not use speed-activated stoplights.
6. Timeline for TDM Plan, Noise Policy, Sidewalk Prioritization Policy, and Pedestrian Policy a. Chair Oberg requested that City staff prepare a timeline for the completion of the TDM Plan, Noise Policy, Sidewalk Prioritization Policy, and Pedestrian Policy. Ms. Sanders stated that a timeline would be prepared for the Commission. b. Mr. Elshafei provided a brief overview of the status of each policy. c. Commissioner Resnick stated that the Commission has reviewed the Pedestrian Policy in several instances, and that is ready for presentation to the Mayor and Council. Mr. Elshafei agreed that the Policy could be presented in the near future, but stated that the draft will require further staff review. d. Commissioner Thomas inquired about the status of the pedestrian safety memo submitted to Mayor and Council by the Commission. Staff confirmed that the Mayor and Council did receive a copy of the Pedestrian Safety Campaign memo written by the Traffic and Transportation Commission in the City Manager's Correspondence packet dated April 4, 2007. A second copy of the Pedestrian Safety Memo was provided to the Mayor and Council in July 2007. e. Commissioner Thomas requested that a copy of the draft Sidewalk Prioritization Policy be provided to the Commission. Ms. Sanders stated that she would provide the policy to the Commission.
7. Additional Items for Discussion a. Consensus was reached that staff and the Commission should revise the list of Top 10 High Priority Intersections for pedestrian and bicycle safety through the use of safety measures. Chair Oberg requested that staff provide pedestrian and bicycle accident reports to contribute to the analyses of the Top 10 High Priority Intersections. Staff provided accident reports for 2004, 2005, and 2006. b. Commissioner Thomas requested signal timing information for the intersection of 355 and Halpine Road. Mr. Elshafei stated that this would be evaluated as part of the Top 10 High Priority Intersections analysis. c. Commissioner Crane inquired if the proposed I-270/Gude interchange is a confirmed project. Mr. Elshafei stated that it is not within the top ten priority projects of the State Highway Administration, even though it is a City priority.
