1. Announcements and Public Comment Period

a.  There was a discussion about the meeting agenda and time allotted for each topic on the agenda.

2. National Korean United Methodist Church Development Application – Staff Introduction

a. Mr. Saleh briefed the Commission on the development application.

3. National Korean United Methodist Church Development Application – Applicant Briefing

a.  Mickey Cornelius and Brian Olson, representing the National Korean United Methodist Church, briefed the Commission on the site plan and the Comprehensive Transportation Review (CTR).

4. National Korean United Methodist Church Development Application - T&T Commissioner Question and Answer Session

a. Commissioners inquired about the applicant’s CTR as well as the traffic mitigations proposed by the applicant.

5. National Korean United Methodist Church Development Application – Public Comment

a. Charles Sitabbage, Mayra Soccer - residents of the Ashley Woods neighborhood - provided comments about the development application, listing concerns about increased
traffic, and the increased number of parking spaces being constructed as part of the church addition.

6. National Korean United Methodist Church Development Application – Traffic and Transportation Commission Recommendation

a. T&T Commission recommended that the Planning Commission approve use permit application USE2007-00704 with the following conditions:

1) That the two bus shelters be placed on both sides of Twinbrook Parkway near the Korean Church and Rockville High School.
2) That the operation of traffic signal at the main access point at Rockville High School must have pedestrian activated signal 24 hours at day, 7 days a week.
3) That the traffic signal at the main access point at Rockville High School shall be programmed such that traffic interruptions along Baltimore Road are minimized.

b. In addition, the T&T Commission recommended that the Planning Commission seriously consider permitting shared parking between the Korean Church, Rockville High School, and other institutions to optimitize use of existing parking spaces and eliminate or reduce the need for additional parking spaces on the church property that would create environmental problems and impact the Community.

7. Pedestrian Safety Initiative – Next Steps

a.  For Commissioner comment at the February 2008 meeting, Ms. Sanders provided Commissioners with a draft list of recommendations for the identified Top Ten Intersections.

8. Review and Approve December 2007 Minutes

a. The December 2007 meeting minutes were approved.

9. Staff Reports and Updates (Weekly)

a. Commissioners reviewed the staff weekly report.

10. Additional Discussion of Agenda Items / Other Items

a.  There was additional discussion regarding the agenda items.
