1.    Announcements and Public Comment Period

a.    Chair Crane welcomed Tom Doerr from the Rockville Bicycle Advisory Committee to the meeting.

2.   The Draft Complete Streets Policy –Discussion and Feedback on the Policy

a.    Ms. Sanders provided an update on the most recent version on the policy.

b.    Consensus was reached on several changes to the policy, including grammatical and wording changes, the removal of a statement about fluctuating gas prices and health benefits of complete streets, a better example of a use of the Pedestrian Policies, and a clarifying statement about how the Complete Streets Policy works with other transportation policies and plans.  Consensus was also reached that a statement should be added that transportation facilities should address on-road and off-road bicyclists, and that a better description should be given as to how transitions among intersections should consider connectivity among facilities and enhancements, as well as proper placement of crossing features, such as push buttons.
c.    There was a motion to approve the Complete Streets Policy with the amendments listed in 2b. The motion was seconded and unanimously approved.  Staff included the amendments in the final version.

3.   Permit Parking Guidelines –Discussion and Input

a.    Mr. Folden provided an update on the most recent version of the Permit Parking Guidelines.  He also handed out the “redlined” version of the document.
b.    Consensus was reached on several changes to the guidelines, including removal of a statement that temporary permit parking will be considered for temporary burdens lasting at least 18 months, the addition that the Traffic and Transportation Commission will make a decision on permit parking within 60 days of the date of the close of the record, and several grammatical and wording changes.
c.    The Commission requested that staff bring the revised, final version of the guidelines to their July meeting for approval.

4.    Review and Approve May 2009 Meeting Minutes

a.    The minutes were approved with minor changes.

5.   Staff Report and Updates (Weekly)

a.     Ms. Sanders provided a staff report and update.

6.    Additional Discussion of Agenda Items / Other Items

a.     Mr. Thomas provided a summary of the Montgomery County Pedestrian Safety Audit of Rockville Pike.

The meeting was adjourned at 10:00 p.m.
