1.   General Announcements, Public Comment Period, and Rockville Bicycle Advisory Committee Announcements

a.    No comments were made.

2.   700 Hungerford Drive (Jeepers) Development

a.    Ms. Torma summarized the development application, including the current status of the application and the trip generation for the use.
b.    The applicant provided background information regarding the previous and proposed use, the reduction in parking that will be provided, and the impact the use will have on traffic.
c.    There were a number of questions about the queuing of vehicles in the southbound left turn lane at the N. Washington Street and MD 355 intersection, incorporating the Pedestrian Policies’ recommendations into their site, landscaping in the parking islands and if bicycle parking is being provided.
d.    Mr. Hsu, who manages the bank that is adjacent to the site at 650 Hungerford Drive, provided public comments on the development.
e.    A motion was made by Commissioner Resnick, and seconded by Commissioner Telesco to approve the Use Permit Amendment for 700 Hungerford Drive Development, recognizing that some of the recommendations are not in the City’s control, with the following conditions:
a.    Move the bus stop south of the proposed driveway entrance along Hungerford Drive;
b.    Install “Yield to Pedestrian” signs in order to make the intersections safer as recommended in the applicant’s Transportation Report; and
c.    Provide pathways through the parking lot in accordance with the Pedestrian Policies and any other applicable pedestrian policies of the City of Rockville.

3.   Determine Discussion Topics for an Upcoming Joint Meeting with the Traffic and Transportation Commission and the Planning Commission

a.    Chair Crane wanted to improve communications between the T&T Commission and Planning Commission.
b.    Chair Crane wanted to know if all members of the Planning Commission were attending this meeting.
c.    Commissioner Oberg wanted the Planning Commission to read the “Pedestrian Policies” and “Complete Streets” documents that have been implemented.
d.    Chair Crane stated that the T&T Commission should pick out several items in the “Pedestrian Policies” and “Complete Streets” documents that they are concerned about to discuss with Planning Commission.

4.  Review and Approve October 2009 Meeting Minutes

a.    The October 2009 meeting minutes were approved with minor changes

5. Staff Report and Updates (Weekly)

a.    Ms. Torma provided the weekly report.
b.    Commissioners questioned what “Started annual aerial Preventive Maintenance at Wootton/Preserve.”  This item is the standard maintenance of traffic signals at this location.
c.    Commissioners requested the staff send them the Pedestrian/Cyclist accident report.  Staff emailed this item to all Commissioners.
d.    Commissioners requested an update to the Mt. Vernon Place sidewalk.  This sidewalk will be completed, weather permitting, by early December.

6.  Additional Items/Discussion, Including Filling of a Vacancy on the T&T Commission

a.    Ms. Crane stated that she was recommending Nick Ferris to be appointed to the vacant Traffic and Transportation Commission seat.
b.    Commissioner Telesco requested an update on Park Road.  The improvements have been completed, including the fencing and landscaping.  In addition, bicycle signage was installed with this project.
c.    Commissioner Telesco requested an update on LED streetlights for the pedestrian bridge over I-270.  Staff spoke with Betsy Thompson with Recreation and Parks, who stated that lights were installed on the existing Pepco poles.
d.    Commissioner Oberg requested an update on Pleasant Road.  Staff sent an email stating that the item would be heard at the November 23, 2009 Mayor and Council meeting.  At their meeting, the Mayor and Council unanimously approved item #2 in the staff report which stated: “Concur with the position presented by KFA, that the construction of Off-Site Pleasant Road has not taken place in the 5 year period since efforts began to obtain the necessary approvals, and therefore the cash payment satisfies KFA’s responsibilities under the Annexation Agreement. In this case, there would be no amendments necessary to the Annexation Agreement, Resolution or Detailed Application. The Pleasant Road Agreement, however, must be amended in writing by mutual consent of KFA and the City, to allow for a fee in lieu of constructing Off-Site Pleasant Road. The City will request that Montgomery County abandon further efforts to obtain the necessary easement.”  This item is tentatively scheduled for the January 11 Mayor and Council meeting.
e.    The Commission requested to review the APS pushbuttons and for staff to provide a report.  Mr. Elshafei will be attending the December Traffic and Transportation Commission meeting to discuss any further questions concerning this issue.
f.    The Commission requested an update regarding the Montgomery College fence and wanted to invite Orlando Heyliger to come and discuss the status.  Ms. Sanders has provided an update by email.
g.    Commissioner Telesco asked whether the Gude Drive interchange was recommended in the Consolidated Transportation Program letter and asked whether it is too late to provide comments.  The CTP letter confirms that the City would like to have the interchange evaluated for feasibility.  The Gude Drive interchange is already on the State priority list for design and evaluation only.  The CTP letter was on the October 26, 2009 Mayor and Council agenda, but was not approved.  Staff has spoken with Montgomery County, who has stated that they are not sending a letter to the State because of the economic downturn, and therefore, the City is not planning to send them a letter a this time.  
h.    Commissioner Thomas stated that the pedestrian signal at the Research Boulevard and Shady Grove Road were not working properly.  The pedestrian signals have been fixed by Montgomery County.
i.    No consensus was reached regarding the Chair for 2010.
