1. General Announcements, Public Comment Period, and Rockville Bicycle Advisory Committee Announcements a. Commissioner Oberg agreed to chair the meeting in Chair Telesco’s absence. b. Commissioner Crane thanked Commissioner Thomas for speaking on behalf of the Traffic and Transportation Commission at the most recent Planning Commission meeting. c. There was consensus that the Traffic and Transportation Commission would like to meet with the Planning Commission. 2. Comprehensive Transportation Review Methodology – Commission Discussion on Areas for Revision a. Ms. Sanders explained that staff is beginning the process of revising the Comprehensive Transportation Review (CTR) and would like to get Commissioner input on sections of the policy document that could be improved. Some potential revisions include simplifying the document to make it user-friendly, as well as clarifying Transportation Demand Management requirements for developers. b. The Commission discussed that the 150-trip threshold for Traffic and Transportation Commission review can be too high and that projects greatly affecting neighborhood traffic require Traffic and Transportation Commission review. There was consensus that staff should research the significance of the 150 trip threshold for Traffic and Transportation Commission review, and whether thresholds can be adjustable based on the classification of streets adjacent to the development. c. It was also discussed that pedestrian and bicycle crashes should be factored into the intersection analysis, best practices for calculating modal split should be integrated into the CTR, sidewalk connectivity to and through sites should be greater emphasized in the document, that the city, not the applicant, should conduct traffic counts, and that overall the document needed to be re-written to be more clear and concise. 3. Review and Approve February 2010 Meeting Minutes a. The minutes were approved with minor changes. 4. Staff Report and Updates (Weekly) a. Ms. Sanders provided the weekly report. 5. Additional Items/Discussion a. Commissioner Oberg requested the result of the meeting with the City attorney regarding the Monroe Street Permit Parking Request. Staff will provide an update at the April meeting. b. Commissioner Oberg stated the push buttons do not add walk time for pedestrians at the intersections of Gaither Road and King Farm Boulevard and Gaither Road and Piccard Drive. Staff visited the site with Commissioner Oberg and confirmed that crossing time is added to the pedestrian clearance time when push buttons are activated. Vehicle detection cameras at Gaither Road and Piccard Drive were not functioning properly during the site visit and are being repaired. c. Commissioner Thomas recommended at stop bar for buses to be installed at the entrance to the Rockville Metro Station, near the intersection of Church Street and MD 355. Ms. Sanders responded that staff would investigate this potential installation. d. Commissioner Resnick indicated that sidewalks were in poor condition in the North Farm neighborhood and suggested the damage may be due to utility work. City inspectors visited the site and confirmed that damage is not due to utility work. The location where damage was reported has been scheduled for maintenance.
