Adequate Public Facilities Ordinance
Adopted November 1, 2005
As part of the Mayor and Council's initiative for Improved Mobility the City has adopted an Adequate Public Facilities Ordinance (APFO). The APFO establishes standards for public facilities such as transportation (roads, transit, pedestrian facilities, bicycle facilities), schools, water, sewer, and fire protection. New developments are now required to perform studies to evaluate their impact on public facilities and to mitigate unacceptable impacts prior to approval.

The Comprehensive Transportation Review (CTR) is referenced in the APFO for transportation-related measures. The process outlined in the CTR ensures that each development application meets the minimum transportation standards set forth in the City’s APFO.
