The City’s Development Review Section coordinates review of development applications and determines compliance with the comprehensive and neighborhood plans, the Rockville Zoning Ordinance and other City Code and regulations.
Planning project managers work with other City departments and external agencies during review to ensure compliance with all relevant codes. For most development projects, the project manager guides the project through the review and approval process and provides recommendations to the approving authority.
Development review typically occurs in four phases: pre-application, application, public meeting and decision.
The zoning ordinance outlines four levels of development review based on the project’s size and potential impact. Each project is assigned points based on acreage, number of dwelling units, square footage of non-residential space, residential area impact and traffic impact. The level of development review determines how many public meetings are required and whether the Mayor and Council, Planning Commission, Board of Appeals, Historic District Commission or Chief of Planning has final approving authority.
