The Mayor and Council met on Monday, February 20, 2007, at 7:07 p.m. in the Mayor and Council Chambers, Rockville City Hall, 111 Maryland Avenue, Rockville, Maryland.

PRESENT

Councilmember Robert E. Dorsey

Councilmember Susan R. Hoffmann

Councilmember Phyllis R. Marcuccio

Councilmember Anne M. Robbins

ABSENT

Mayor Larry Giammo (Due to illness)

In attendance: City Manager Scott Ullery, City Attorney Paul T. Glasgow, and City Clerk Claire Funkhouser

Re: Mayor Pro Tem

Councilmember Marcuccio said that the Mayor was absent this evening due to illness and that, when the Mayor is absent, it is customary for the remaining members of the Mayor and Council to elect a Mayor Pro Tem to chair the meeting.  Upon motion by Councilmember Dorsey, duly seconded by Councilmember Robbins and unanimously passed, Councilmember Marcuccio was elected Mayor Pro Tem.

Re: City Manager’s Report

City Manager Scott Ullery said that crews from Public Works and other departments had put in long hours the previous week dealing with a nasty ice storm.

Mayor Pro Tem Marcuccio commended a neighbor who had come to her assistance during the storm.

Re: Public Hearing on the Refuse and Recycling Program

The Mayor and Council conducted a public hearing on proposed changes to the Refuse and recycling Program at 7:10 p.m.  The Mayor and Council heard testimony from staff and forty–four (44) other speakers.  The official testimony of the speakers can be found in the official public hearing file in the City Clerk’s Office.  There being no other persons wishing to speak this evening, Mayor Pro Tem Marcuccio adjourned the Public Hearing at 10:54 p.m. 

There was some discussion about possible confusion in the community regarding the date of the public hearing and the need to provide another opportunity to speak on the record on this issue.  Upon motion by Councilmember Hoffmann, duly seconded by Councilmember Dorsey, and unanimously passed, the Mayor and Council voted to continue the public hearing after Citizens’ Forum on Monday, February 26.  After the continuation of the public hearing, the Mayor and Council will discuss how long to keep the record open.

There being no further business, the meeting adjourned at 10:56 p.m.
